Overview

Main purpose:

·  To support in planning, organizing, controlling, and maintaining a safe and healthy environment for work.
·  On an average Occupational Manhours handled/ day ~ 16,000.
·  Wastewater Treatment Plant ~ 1200 KLD.
·  Ensuring all statutory documents and safety practices are in line with Factories Act 1948, West Bengal Factory Rules 1958, CPCB and SPCB Mandates.
·  TO act as chief safety officer as per statutory requirement
·  To implement PI EHS Procedures, Health and Safety Minimum Mandates, Drive AMESA EHS Safety Culture Vision and develop local work procedures to comply with legal obligations.
·  Ensure compliances to Work Permit and Job assessments, Method Statements and conduct toolbox meetings as per plan.
·  Ensuirng EHS compliances & also dealing with statutory authorities.
·  Kolkata is the biggest food factory with 6 production lines with an annual volume of almost ~74000 Tons and footfall of almost ~2100-2200 people/ day in factory
Responsibilities

Accountability :

 

Accountabilities are statements of the important end results which the job must achieve.  These statements should relate to an end result or objective which must be accomplished and against which some measurement of performance can be applied. 

 

Duties of Chief Safety Officers as stipulated under The West Bengal Factories (Safety Officers) Rules, 1978

 

 (1) The duties of a Safety Officer shall be to advise and assist the factory management in the fulfillment of obligations, statutory or otherwise, concerning prevention of personal injuries and maintaining a safe working environment.

 

(2) Without prejudice to the generality of the provisions of sub-rule (1), such duties may include -

(i) to advise the concerned departments in planning and organizing measures necessary for the effective control of personal injuries and industrial diseases,

(ii) to advise on safety aspects of all jobs and to carry out detailed job safety analysis of selected jobs,

(iii) to carry out safety inspections in order to identify unsafe plant or equipment and hazardous conditions of work, and carry out safety observation to identify unsafe work practices and procedures followed by workers, and to suggest measures to be adopted for remedying defects found,

(iv) to advise and assist on matters relating to carrying out safety inspections and safety observations by concerned departments,

(v) to design and conduct, either independently or in collaboration with the training department, suitable training and educational programmes for all levels in the organization and specifically for the supervisory staff for the prevention of personal injuries and industrial diseases,

(vi) to check and evaluate the effectiveness of the action taken or proposed to be taken to prevent personal injuries and industrial diseases,

(vii) to advise the purchasing and store departments on the availability and the specifications of any new machinery, plant, appliance or equipment including personal protective equipment, to be installed or used in the factory in order to ensure high standard of safety and protection of health of the employees,

viii) to advise concerned departments on matters relating to reporting and investigation of causes of industrial accidents and diseases,

(ix) to investigate into causes and circumstances of every fatal, serious and select accident and dangerous occurrence,. compile necessary reports and tender advice to prevent their recurrence,

(x) to investigate into the cases of every industrial diseases,

(xi) to promote setting up of safety committees and act as adviser and catalyst to such committees,

(xii) to organize in collaboration with the concerned department, campaigns, competitions, contests and other activities which will develop and maintain the interest of the workers in establishing and maintaining sage conditions of work and procedures.

(xiii) to advise on the maintenance of records as are necessary relating to accidents, dangerous occurrences and industrial diseases, and present information in appropriate form for the use of management and others in assessing safety performance,

(xiv) to maintain liasion with other departments in the factory, including medical and training departments, and with the Directorate of Factories, Fire Services, local authorities and other organizations engaged in the promotion of industrial safety.

 

·  Fire Prevention and Emergency Planning
·  To develop a system to ensure Fire detection, protection and firefighting equipments are maintained in working condition.
·  To develop a system to ensure that fire drills are carried out in the premises on defined intervals, reported adequately and review & improve effectiveness of the system.
·  To monitor and track the status of HPR score of the plant given by FM Global.
·  To Support engineering team for planning, implementation of action plan as per FM guidelines to improve on HPR score.
·  To Coordinate FM audit at plant and ensure continual improvement.
·  To develop a system to ensure that all possible emergencies are identified, listed and onsite/offsite plan is prepared and regular mock drill is conducted to ensure effectiveness of the system.
·  To develop a system to ensure that all possible environmental emergencies are identified, listed and onsite/offsite plan is updated and regular mock drill is conducted to ensure effectiveness of the system.

 

·  Environment Health & Safety (EHS)Training
·  To identify the training needs for employees & contractors and develop training matrix. Liaise with managers to nominate employees & contractors for training courses.
·  Design, develop, upgrade content on EHS training and impart trainings as required.
·  To monitor training and report progress on training against annual targets to the Plant EHS Council and myEHS.
·  To develop a system to ensure that all employees & contractors are inducted on EHS requirements of the company.
·  To Identify and develop training program on environmental compliance and monitoring regulations.

 

·  Environment, Waste Water Treatment, Working Conditions & others
·  Health and Safety Minimum Mandates
·  To develop a system to ensure staff moves and relocation are risk assessed and planned
·  Monitor waste water treatment facilities and waste disposal to follow prescribed regulatory norms.
·  To monitor work environment parameters e.g. workplace noise, illumination, heat, humidity, indoor air quality, etc.
·  Prepare PPE matrix covering the entire premises on the basis of risk assessment of the respective area/ activity.
·  Ensure compliance to occupational health and statutory processes related to it.
·  To ensure ambient air quality in plant premises meets regulatory norms, ensure vehicular emission is within in legal permissible limits.
·  Liasioning with Government offcials
·  Governance of waste water treatment plant
·  Ensuring EHS related capex exection
·  Replicaiton of EHS best practices
·  Handling a team of 2 associates
·  Ensuing fire protection system operations.

Qualifications

Key Skills/Experience Required :

 

Qualifications under The West Bengal Factories (Safety Officers) Rules, 1978

(a) possesses a degree of a recognized University or its equivalent in any branch of engineering or technology with two years experience in a position of supervision or management in a factory in either the production or the maintenance or the safety department, or

a degree of recognized University in Physics and Chemistry with five years' experience in a position of supervision, or management in a factory in either the production or the maintenance or the safety department, or

a diploma in any branch of engineering or technology recognized by the State Government with five years experience in a position of supervision or management in a factory in either the production or the maintenance or the safety department;

(b) possesses a degree or diploma or certificate in industrial safety recognized by the State Government;

(c) has thorough knowledge of Bengali acquired through an institution under a Board of Secondary Education or affiliated to a University or recognized by the State Government;

(d) has qualified at a viva voce test conducted by a Board constituted by the Labour Department, Government of West Bengal, for the purpose;

(e) can speak Hindi; and

(f) is not less than 23 years of age

·  Language: English, Hindi or Bengali
·  Experience in a FMCG industry ( not required) 
·  Knowldege of waste water treatment plant
