The Regional Finance Non-Financial Risk (NFR) Management team is responsible for ensuring effective management of Non-Financial Risks (NFR) for Finance across the region. Finance NFRs include (but are not limited to) Financial Reporting Risk, Regulatory Reporting Risk, Model Risk, Data Risk and People Risk. Key functions within the NFR team include Finance Control Office & Risk Oversight, SOX Governance, Finance Assurance and Targeted Transaction Testing.
The role holder - Manager NFR and MENAT SOX lead will work closely and support the Head of MENAT NFR and other internal and external stakeholders to implement policies and procedures and other related activities required for an effective and robust control environment within Finance and ensure SOX compliance is achieved and maintained for the region. 

Duties & Responsibilities:

•    Provide SME guidance and support to the local Finance teams on the effective management of the risk profile. Reviewing and reporting on key metrics, thus ensuring risk is adequately managed and provide input into the Finance Risk and Control Management Meeting (“RCMM”)
•    Providing both SME support and challenge to Finance Risk Owners and control owners in execution of Risk and Control Assessments (“RCAs”) and with setting appropriate Control Monitoring Plans (“CMPs”) and other NFR activities, ensuring these are managed within the set Risk Appetite.
•    Independently lead the delivery and management of all SOX activities in the region in line with the Global SOX framework, including scoping, execution of process walkthroughs, evaluation of issues, management attestations, and co-ordination with the external auditors. The role holder will also lead the SOX governance meetings (four-way meeting) and managing the engagement with external auditor the SOX / control audits. Report and escalate to Group SOX for matters in relation to Group SOX compliance and through appropriate local governance for entity specific SOX compliance.
•    Work closely with respective Assurance functions to ensure the testing of controls to support assessments of effectiveness of internal controls is effectively planned, coordinated and delivered. 
•    Maintain strong relationships with key internal and external stakeholders, including with the Financial Reporting Risk Steward and other relevant risk stewards relevant for Finance, Group SOX, Operational Risk, Internal & External Auditors and write effective reports/papers and present relevant materials at Risk Management Meetings, Audit Committees, and other key governance meetings. 
•    Support and guide the management for change impact on the Finance risk & control environment for relevant material projects, including the setting of appropriate milestones and allocation of resource for controls related outcomes. 
•    Review of Account Reconciliation Completion Certificate (ARCC), supporting the development of actions for thematic issues and escalations to local management, supporting a robust control environment over Balance Sheet Reconciliations & Substantiation. 
•    Escalate issues to region/group in a timely manner and work with the business to understand the impact of emerging risks that require attention/remediation

Requirements

Experience & Qualifications:

•    Bachelor’s degree is essential; Audit experience with Accounting qualification preferred
•    Knowledge of the Sarbanes Oxley Act (2002), COSO framework and the related guidance; experience in implementing / coordinating the SOX programme across a global banking organization is ideal.
•    Proved experience leading, implementing and/or improving end-to-end processes and delivering complex projects.
•    Strong understanding of Financial Accounting processes, core financial controls including reconciliation & substantiation controls and good understanding of generic banking business, balance sheet and P&L.
•    Ability to work in fast-paced environment with proven ability to handle multiple outputs at one time
•    Strong written and oral communication skills, with ability to communicate complex ideas/issues in a simple manner to a large audience in a complex global environment 
•    Understanding of control frameworks and how to implement effective controls in practice and the ability to translate high level guidance into practical application.
•    Ability to develop effective working relationships with stakeholders of different seniority and geographical dispersed teams.
•    Thorough understanding of HSBC’s activities, products, processes and systems and the Risk Management Framework
