We are seeking an experienced Data Governance SME to support a major Data Modernization initiative that includes implementing enterprise Data Governance (DG) capabilities alongside Master Data Management (MDM). In this role, you will lead the development, enhancement, and operationalization of data governance practices at an enterprise scale, working across business, analytics, and architecture teams. You will translate governance frameworks into actionable use cases, ensure alignment with business priorities, and support domain-by-domain implementation of DG capabilities for our client in the Public Sector.
This role requires deep experience building governance programs, strong facilitation and consensus-building skills, and the ability to work in a complex, multi-stream environment.
Your future duties and responsibilities:
Enterprise Data Governance Program Development
. Lead the development of the organization's enterprise Data Governance framework, working from current-state assessments and strategic priorities
. Define data governance policies, standards, metadata requirements, and data quality expectations aligned with DAMA/DMBOK and InfoTech models
. Collaborate with architecture teams to ensure governance requirements are integrated into domain-level solution designs for DG + MDM
Use‑Case–Driven Delivery of Governance Capabilities
. Translate business and data challenges into practical, incremental governance use cases that align with the SOW's DG + MDM roadmap
. Support domain-by-domain implementation of governance components, including: Metadata standards and cataloging Critical data element identification, data quality rules, metrics, and validation
Stewardship responsibilities
. Work alongside solution architecture, business analysts, and application developers to validate governance processes during testing and rollout
Stakeholder Engagement, Facilitation & Consensus Building
. Facilitate workshops, reviews, alignment sessions, and consultations with business units, architects, project teams, and governance stakeholders
. Build consensus on data definitions, ownership, quality expectations, and governance operating models
. Provide clear communication on governance impacts, decisions, and progress, ensuring alignment across concurrent initiatives
Governance Support for MDM Implementation
. Gather and provide expertise to help define governance requirements that support MDM objectives such as: Data modeling and profiling Source-to-target mappings Data lifecycle and retention decisions
Regulatory and compliance considerations
. Ensure that governance rules and metadata standards are embedded into MDM processes, integrations, and data flows
Quality, Compliance & Framework Alignment
. Support validation of data governance and data quality processes during system testing cycles
. Ensure governance decisions are documented and traceable to regulatory, architectural, and business requirements
. Evaluate governance maturity and identify opportunities for continuous improvement
Required qualifications to be successful in this role:
. 5–8 years of experience in Data Governance, Data Management, or related fields
. Demonstrated experience designing or maturing enterprise Data Governance programs
. Hands-on experience implementing governance use cases in partnership with MDM or data platform initiatives
. Strong working knowledge of DAMA/DMBOK, InfoTech DG frameworks, and enterprise governance operating models
. Deep understanding of metadata management, data quality management, and data lifecycle principles
. Exceptional communication, facilitation, and consensus-building skills, including the ability to align diverse stakeholders and navigate complex environments
. Experience working closely with architecture teams, business SMEs, and technical delivery teams
Desired Skills
. Familiarity with data governance tools such as Microsoft Purview, Collibra, or Informatica
. Experience in environments involving cloud data platforms (Azure, AWS, GCP)
. Understanding of MDM concepts, data modeling, profiling, and integration workflows
. Certifications in data governance or data management (CDMP, CIMP, etc.)
. Eligible for Government of Canada Reliability/Secret clearance
CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes various factors including but not limited to skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $85,000 - $160,000.
