The Opportunity

This position works out of our Washington, DC location in the Government Affairs division.  

As the Government Affairs Director for Corporate Reimbursement, you will develop, lead and execute the strategy, capabilities and action plans to influence, support and drive healthcare policies that impact Abbott.  More specifically, you will lead corporate reimbursement activity for Abbott Nutrition division. This includes Medicare reimbursement as well as coding, coverage and payment for all nutrition products. You will also lead to drive the malnutrition quality improvement initiative and quality measure development projects.

What You’ll Work On

·  Bring strength in advocacy, business knowledge, judgement, and process management to successfully support Government Affairs efforts for Abbott.
·  Lead Government Affairs initiatives to protect and advance Abbott's interests and its business units before policymakers, politicians, trade and business associations as well as other allies and influencers.  Represent Abbott's interests through  advocacy with government officials and key staff/advisors.
·  Recruit, train and manage high-performing Government Affairs team to drive policy and advocacy efforts.
·  Develop superior political, policy and influencer networks for Abbott to cover key targets and to build and maintain effective networks.
·  Build the reputation of Abbott Government Affairs as the preferred, go-to trusted partner, honest brokers who drive for constructive solutions.
·  Establish and maintain relationships with specifically assigned key members of government agencies and executive offices with importance to Abbott's goals and objectives. This involves identifying key targets, prioritizing resources, networking with their office staffs and developing outreach and grassroots programs.
·  Stay apprised of business goals and strategies in order to assess impact to Abbott from federal, state/regional, executive and regulatory activities. Consult with appropriate business and corporate personnel in making such determinations, providing recommendations for formulation of action plans.
·  Identify health care, economic and other policy developments that could impact Abbott's business and operation. Proactively identify opportunities for Abbott to pursue favorable government policies and effectively defend Abbott against government policies that could harm shareholder interests. Drive efforts of Government Affairs team to positively address these policies.
·  Review and analyze legislative and executive branch activities in consultation with appropriate business and corporate personnel to assess the level of impact to the company. Is this us??
·  Develop proactive policy and strategic plans to influence legislation and agency actions for both macro and business/product specific initiatives. Develop successful positioning the right content (data), emotional understanding and political sensitivity.
·  Develop and successfully implement action plans by working with relevant business and corporate personnel and when appropriate, with outside allies, coalitions and trade associations.
·  Increase the management and business unit understanding of, and participation in, the policy-making and political process on behalf of Abbott.  This involves collaboration with the business units for input on critical issues and involving appropriate executives to advance Abbott’s position with policymakers.
·  Deliver strong messaging in support of Abbott positions – combining the right substance with a credible, trusted approach. Work collaboratively with Public Affairs and other functions as necessary to ensure message consistency and delivery to key targets via appropriate channels.
·  Participate in or lead projects to maximize team effectiveness i.e. Events, Programs, Community engagement, Shared Value/CSR, Communications, Social Media, Public Speaking, etc.

Required Qualifications

·  Exceptional level of influencing and managing relationships within and outside of Abbott to develop, implement and coordinate strategic direction, action plans and tactics.
·  Experience with reimbursement systems and policies, particularly Medicare, including coding systems, coverage and payment policies.
·  Experience with/understanding of nutrition issues, including issues related to inpatient and outpatient nutrition care pathways, delivery systems and clinical processes.
·  Proven ability to lead superior teams in delivering successful/favorable policy and advocacy results.
·  Proven results in influencing policymakers and staffs, directly and indirectly.
·  Experience with healthcare, legislative and executive, regulatory and administrative processes/rules/systems.
·  Ability to interface well with key policymakers at Senior levels, major ally and association policy teams, think-tank organizations and with Abbott executives.
·  Ability to understand the intent of legislation or proposed policies/guidelines/regulations and the ability to assess the extent to which such legislation or regulations support or conflict with Abbott positions or interests.
·  Thorough knowledge of major healthcare systems and government programs. Ability to work across government arenas impacting Abbott: Payment (reimbursement/utilization), Process, Protection and Product-specific issues.
·  Understanding of healthcare market mechanisms – hospital, institutional and insurance providers, professionals/clinicians, and more.
·  Understanding of economic market mechanisms – tax, currency, trade – that will impact Abbott.

Minimum Qualifications

·  Bachelor's Degree
·  10 years' minimum in positions of responsibility including experience in government affairs, nutrition industry, public affairs and public policy.

Preferred Qualifications

·  Master's Degree in Political Science, Public Policy, Public Health, Science related disciplines are preferable.
·  Legal degree or MBA is a plus.
·  Proven extensive contact network, involvement and success in influencing the development of government policies/legislation and strong knowledge of the process.

The base pay for this position is
$136,000.00 – $272,000.00

In specific locations, the pay range may vary from the range posted.
