The opportunity
The Alternate Company Security Officer (ACSO) supports the Federal security clearance process, including the processing of high volume security clearances, monitoring progress of new, expiring and terminated clearances, raising concerns/issues to Company Security Officer (CSO) and/or Government Public Sector (GPS) leader, protection of personal information, training ACSOs, identifying process improvements and changes to PSPC policies and procedures and correspondence with PSPC.
Your key responsibilities
· Management of the Federal security clearance process, including the processing of high volume security clearances, monitoring progress of new, expiring and terminated clearances, raising concerns/issues to CSO and or GPS leader, protection of personal information, training ACSOs, identifying process improvements and changes to PWGSC policies and procedures, and correspondence with PWGSC;
· Participates in CISD inspections and, as needed, act as lead EY representative in Ottawa/Toronto during inspections;
· Oversight and management of the Secure room in Ottawa – proper management of the Secure room, its use and the data stored within it, is critical to complying with the requirements of EY’sFacility Security Clearance (FSC) (which allows EY to maintain Government contracts at the Secret level).
· Direct back-up to Company Security Officer – takes on CSO responsibilities as/when required
In relation to EY’s Facility Security Clearance (FSC) within the Industrial Security Program (ISP), the lead ACSO is responsible for:
· Identifies those employees who require access to Protected/Classified information, assets, or Protected/Classified work sites and ensuring that accurate and complete personnel security screening documentation is submitted for such employees;
· Provides change of circumstance reports for personnel with regard to their security screening status as outlined in the Industrial Security Manual (ISM);
· Where necessary, arranges Resolution of Doubt interviews with employees;
· Ensures that employees receive a security briefing upon notification of having been granted a Reliability Status or Security Clearance by completing the Security Screening Certificate and Briefing Form (TBS 330-47);
· Ensures the Security Screening Certificate and Briefing Form (TBS 330-47) is submitted in order to terminate the Reliability Status or Security Clearance of those employees who no longer require access to Protected/Classified information and assets or controlled sites in accordance with contractual requirements;
· Ensures that only personnel who have been security screened to the appropriate level and who have a need-to-know have access to Protected/Classified information and assets or controlled sites in accordance with contractual requirements (ie. Secret room in Ottawa);
· Maintains a current list of security screened employees in accordance with Chapter 2 (section 208) of the ISM;
· Ensures that personnel security screening files are properly safeguarded;
· Ensures the proper completion of Request for Visit forms;
· In the case of FSCs, ensuring that all the organization's Key Senior Officials (KSOs), Company Security Officers (CSOs) and ACSOs are cleared to the highest level of access required;
· Informs the ISP prior to any physical move or new construction which could affect the safeguarding of Protected/Classified information or assets;
In relation to a DOS or an FSC with Document Safeguarding Capability within the ISP, the ACSO is responsible for:
· Supports the preparation and maintenance of Security Orders and ensures that all personnel who have access to Protected/Classified information and assets have been briefed on their security responsibilities through the implementation of an effective security awareness program;
· Ensures that all Protected/Classified information and assets are safeguarded and handled in accordance with the provisions of the ISM (Secure room);
· Provides, as a minimum, an annual inventory of Protected/Classified information and assets (Secure room Ottawa);
· Ensures that all security violations are recorded and subsequently investigated.
Designated Official Responsibilities
Every registered person shall ensure that the designated official carries out the following duties:
· Conducts security assessments on individuals
· Determines, on the basis of a security assessment, the extent to which the individual concerned poses a risk of transferring controlled goods to any person who is not registered or exempt from registration,
· Makes and keeps, on the basis of the security assessment, an evaluation as to the honesty, reliability and trustworthiness of the individual concerned,
· Authorizes, in respect of those individuals concerned who have been evaluated as being honest, reliable and trustworthy, the extent to which they may examine, possess or transfer controlled goods; and
· Submits applications for exemptions to the Minister in respect of temporary workers or visitors in accordance with section 18.
Analytical/Decision Making Responsibilities:
· Pulls together data from a variety of sources, generates reports, and conducts base level analysis and recommendations for moderately complex issues.
· Provides recommendations to leader, for resolution of routine functional activities.
· Decision making limited to less complex issues within area of expertise.
· Decision making ability is fairly broad and expected for the tasks within the scope of responsibilities for the Lead ACSO and the Designated Official.
· Receives general supervision on complex “grey” areas of security clearance and CSO back-up related responsibilities for compliance with the ISM.

To qualify for the role you must have
· Education:
Bachelor’s degree or equivalent work experience.
CSO/ACSO program (one day external training program),
· Experience:
3-5 years of related experience.
