Job description



Background:

EY has been contracted by the Delegation of the European Union to Pakistan to implement the EU Promotion of Human Rights in Pakistan programme. The principal beneficiary of the programme is the Federal Ministry of Human Rights. The Ministry of Human Rights is also responsible for the management of the programme.

The programme implementation team is seeking a provincial coordinator, training and capacity building for the Human Rights and Minorities Affairs Department, Punjab to assist the department with training and capacity needs and to liaise between the department and the Ministry of Human Rights Regional Directorate.

Roles and Responsibilities

· 
Reporting to the Key Expert on Training and Capacity Building, the successful candidate will assist the the Promotion of Human Rights Programme with human rights related research and related initiatives. These responsibilities will include:

· 
Conducting international human rights research in light of Pakistan’s international obligations

· 
Conducting research as to human rights laws contained in various Pakistani legislation

· 
Review and perusal judgements which discuss fundamental rights and linkages with international human rights obligations

· 
Review and perusal mandates of various federal and provincial human rights institutions in order to gain a better understanding how their functions

· 
Any other task the programme assigns

· 
To liaise and coordinate between the department and the Ministry of Human Rights, Regional Directorate

· 
To liaise between the department and the Federal Ministry of Human Rights with respect to international human rights reporting under the EU GSP+ scheme and reporting obligations under various international treaties

· 
To represent the Programme in the province at all times with relevant federal and provincial authorities.

Qualification and skills

Bachelors in Law (preferred) and/or Social Sciences and minimum 1 year experience in applying international human rights in the Pakistan domestic context

Specific Experience

· 
Ability to conduct legal research and can assist the key experts in designing human rights training modules

· 
Knowledge of international human rights treaties, conventions and Pakistan’s commitments and/or obligations

· 
Excellent English Language writing and editing

· 
Proven ability to draft reports in a timely fashion

· 
Organised and responsible

· 
Appreciation of diplomatic and political sensitivities;

Ability to communicate effectively across all modes of communication

N.B.: The Ministry of Human Rights has taken a policy decision that all experts hired under this programme should sign a Non-Disclosure Agreement (NDA) before undertaking their assignment. The NDA will be attached as an annex to the short-term consultancy agreement entered into between EY and the successful candidate.

Period of employment: 460 days

Period of Deployment: 1 Oct 2019 – 31 Dec 2021
