Job description



Background:

EY has been contracted by the Delegation of the European Union to Pakistan to implement the EU Promotion of Human Rights in Pakistan programme. The principal beneficiary of the programme is the Federal Ministry of Human Rights. The Ministry of Human Rights is also responsible for the management of the programme.

The programme implementation team is seeking a junior programme officer to assist the Ministry in streamlining the implementation of Key Results of the assignment, by facilitating coordination between the EY project team and MoHR and the independent Human Rights Commissions. The junior officer will also be required to follow-up on tasks delegated below the Director General level within the Ministry and across all target groups, including provincial departments; TICs; National Commissions, etc.

Task:

· 
Working with project manager, to share readily available knowledge about the Ministry to benefit for the same and to quickly mobilise the project team;

· 
Facilitate the project’s coordination requirement with NCHR, NCSW,and NCRC;

· 
Manage and maintain project documentation, official correspondence and archiving or all activities relevant to KR 4;

· 
Assist the Ministry of Human Rights in financial management of the commissions;

· 
Manage documentation of reimbursemens and perdiem calculations for Federal Secretaries and Ministers;

· 
Effectively and accurately communicate relevant project information to the EY project team;

· 
Communicate ideas for improving project implementation processes with a positive and constructive attitude; and

· 
Other support as requested during the course of the project.

Required Skills and Experience:

Academic Qualifications:

· 
Minimum Intermediate Degree (12 years) in Arts or Science or

· 
Up to 3 years of professional experience working with the Government of Pakistan. Experience working with the Ministry of Human Rights preferred.

Soft skills:

· 
Facilitation and communication skills

· 
Ability to work under pressure and to meet strict deadlines;

· 
Appreciation of diplomatic and political sensitivities

Language skills

· 
Fluency in Urdu

· 
Proficiency in English

· 
Ability to speak regional languages preferred

N.B.: The Ministry of Human Rights has taken a policy decision that all experts hired under this programme should sign a Non-Disclosure Agreement (NDA) before undertaking their assignment. The NDA will be attached as an annex to the short-term consultancy agreement entered into between EY and the successful candidate.

Period of employment: 550 days

Location: Ministry of Human Rights, Islamabad

Period of Deployment: 15 Sep 2019 – 31 Dec 2021
