Position Description:
We are hiring a Quality Assurance (QA) Manager to provide quality assurance oversight for a large-scale enterprise transformation program delivering a modern Knowledge Management (KM) solution with AI-enabled features.
In this role, you will be responsible for establishing and maintaining consistent quality assurance practices across a large, Agile delivery program. You will work across multiple delivery pods to review QA outputs, assess adherence to agreed standards, identify systemic quality issues, and support continuous improvement of QA practices. Working alongside the Test Lead, Project Management Office (PMO), and delivery leadership, you will provide objective quality assessments that support informed decision-making throughout the program lifecycle.
Security Clearance: reliability granted or eligible for reliability clearance (5+ years residing in Canada) is a must for this role. Work location: Ottawa, ON / No remote (3 days in office currently) / No relocation or travel
Your future duties and responsibilities:
QA Framework & Standards
- Define and maintain the QA framework, standards, templates, and controls used across the program.
- Establish clear expectations for how QA activities are conducted within Agile delivery pods and across testing streams.
- Ensure QA standards are appropriate for the program's scale, complexity, and regulatory context, and the inclusion of AI-enabled functionality.
QA Assurance & Review
- Perform quality reviews of selected test artifacts and evidence produced by delivery pods and testing teams.
- Review quality and test coverage considerations for AI-enabled features, including validation of inputs, outputs, and expected behavior within defined use cases.
- Assess traceability, completeness, consistency, and adherence to QA standards across pods.
- Identify cross-cutting gaps, inconsistencies, or systemic weaknesses in QA execution and recommend corrective actions.
Testing Support
- Review and provide feedback on test approaches and plans developed by the Test Lead to ensure alignment with the QA framework.
- Support consistent test discipline and quality practices across pods without duplicating pod-level execution.
- Escalate systemic quality issues that may impact delivery outcomes or readiness.
Quality Controls & Defect Discipline
- Define standards for defect documentation, severity classification, and lifecycle management.
- Review defect trends and quality signals across pods to identify systemic or recurring issues.
- Provide input to quality-related escalation and decision-making without managing day-to-day defect triage.
Governance Alignment & Quality Inputs
- Provide structured QA assessments and quality inputs to program governance and assurance forums.
- Support milestone-based quality and readiness assessments using evidence-based analysis.
- Collaborate with PMO and governance functions to ensure quality considerations are visible and well understood.
Continuous Improvement
- Evaluate the effectiveness of QA practices across pods throughout the program lifecycle.
- Incorporate lessons learned and industry best practices to strengthen QA processes.
- Support audits, independent reviews, or formal quality assessments as required.
Required qualifications to be successful in this role:
- 7+ years of experience in quality assurance roles supporting large-scale enterprise or digital transformation programs.
- Demonstrated experience defining and assuring QA processes across multi-team or multi-vendor environments.
- Strong understanding of software testing lifecycles, QA standards, and quality controls in Agile delivery contexts.
- Experience working in regulated, public-sector, or mission-critical environments.
- Proven ability to assess quality objectively and identify systemic issues.
- Strong written and verbal communication skills, with the ability to present clear, evidence-based findings.
- Experience working alongside Test Leads, PMO teams, and delivery leadership.
Preferred
- Experience supporting enterprise platforms such as Enterprise Content Management or Knowledge Management solutions.
- Exposure to QA governance, assurance, or audit-style quality roles.
- Familiarity with Agile, hybrid, or waterfall delivery environments.
- QA or testing certifications (e.g., ISTQB or equivalent).
CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes factors such as skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions depend on the facts and circumstances of each case. A reasonable estimate of the current range is $90000–$140,000. This role is an existing vacancy.
