Position Description:

CGI Federal's Housing Compliance team, in partnership with a local public housing authority and the U.S. Department of Housing and Urban Development (HUD), is seeking a Local Contract Specialist (LCS) to join our mission of providing affordable housing. This role offers the chance to be part of an energetic team with a collaborative management group, working closely with affordable housing owners and management companies within an assigned portfolio of properties. New team members will receive comprehensive training to prepare them for their responsibilities, with additional opportunities for professional development in both the affordable housing industry and general business skills.

The Local Contract Specialist (LCS) is tasked with the timely and accurate completion of core tasks for a portfolio of multi-family housing contracts subsidized under HUD's Project Based Section 8 Housing program. As part of a contract administration case management team, the LCS directly performs these core tasks and collaborates closely with property owners to ensure compliance with HUD policies. The role also involves maintaining accurate and complete customer files, logs, and schedules.

This position is located in either Columbus, OH or Zanesville, OH.

Your future duties and responsibilities:

The Contract Specialist is responsible for managing a portfolio of assisted housing contracts, ensuring the accurate and timely completion of all required tasks. Key responsibilities include:
1. Ensuring that 100% of onsite reviews are properly scheduled and conducted in compliance with contractual and client requirements.
2. Compiling and writing effective Management and Occupancy Review (MOR) reports, detailing specific findings, criteria, and corrective actions in monitoring project compliance in the following areas:
  a) Marketing and Tenant Selection
  b) Leasing and Occupancy
  c) Rent Determination and Subsidy Request
  d) Management of Maintenance Program
  e) Response to Safety Concerns
  f) Management of Tenant Relations
  g) Review of Fair Housing/EEOC policies and procedures
3. Conducting timely and accurate follow-ups to ensure adequate responses and closure of the MOR report.
4. Establishing and maintaining positive relations with owners, residents and their representatives, neighborhood groups, and local governments.
5. Responding fully and promptly to inquiries and requests from Contract Specialists, Quality Assurance personnel, Finance and Reporting personnel, and Customer Contact personnel.
6. Maintaining complete and detailed files, and providing the Team Leader and/or Manager with requested data and records in a timely manner.
7. Successfully completing all required training programs within the prescribed period.
8. Participating in ensuring a fully functional contract administration case management system to meet 100% of required deadlines and avoid contractual penalties.

Required qualifications to be successful in this role:

.    Demonstrated strong organizational and time management abilities.
.    Proficiency with Microsoft Office, especially Excel and Word.
.    Excellent written and verbal communication skills.
.    Enthusiasm for working in a team-oriented environment.
.    Proven track record of completing tasks accurately and on time, adhering to established timelines and quality standards.
.    Ability to understand, interpret, and apply written policies and procedures effectively.
.    Strong customer service capabilities.
.    Capacity to learn from past experiences and apply insights to future situations.
.    Ability to multitask, self-motivate, and take proactive initiative.

Desired qualifications/non-essential skills required:
.    3-5 years of experience performing tasks in a regulatory environment

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $38,800.00 - $70,300.00.
