Objectives of the position:

·  To manage the implementation and roll-out of BASF Responsible Care Management Systems/Guidelines/Directives to ensure compliance to national requirements and BASF EHS standards.
·  To implement Environment, Health, and Safety (EHS) programs to ensure legal compliance, corporate conformance, and continuous improvement in EHS performance in all sites in the Philippines.
·  To ensure compliance of assigned business unit to all legal requirements pertaining to Philippine Chemical Regulations.

 

Main Areas of Responsibilities:

·  Set country priorities and targets to achieve the EHS regional and global goals. Work with site management to identify and implement measures to contain potential issues and continuously improve EHS performance of the sites. This includes defining and delivering EHS general and site-specific training needs to employees and business partners and spearheading internal and external audits such as contractor and critical vendor assessment and pre-qualification ensuring follow up actions and submission of reports.
·  Dialogue regularly with site management to evaluate level of service and ensure delivery of competitive, reliable, and high-quality EHS services according to site needs.
·  Manage the Responsible Care Management System (RCMS) and documentation including conduct of Management reviews. Also, handle EHS IT-based systems, such as, Accident Incident Management System, Global Incident Database, BASF Reporting EHS Application database, RC Database, etc., where various reports are culled from to determine the country’s performance and monitor regulatory compliance.
·  Liaise with certification bodies to consolidate certificates, i.e., ISO, OHSHA, etc. into one integrated certificate for site, maintain database on all applicable EHS laws and regulations, and perform gap analysis to comply with a new or changes in EHS regulations.
·  Provide active support to the Logistics Service Provider (LSP) selection and management. This includes conducting Transportation and Distribution Safety (TDS), undertaking Warehouse Safety Assessment (WSA) and Road Safety Assessment (RSA) and Reporting, including follow-up of corrective actions, and monitoring LSP performance.
·  Represent the company in EHS-relevant local industry association and interface with local industry groups for issue management and advocacy.
·  Secure timely product registration and licenses to operate by ensuring completeness and accuracy of dossier for submission at relevant government regulatory agency. This includes fulfilling any deficiencies deemed necessary to complete process, implementation of local label requirements and putting in place programs to support business compliance with post-notification.
·  Coordinate planned registration with business units on specific documentary requirement necessary to fulfill product registration requirements, notify process owners about on-going product registration or new substance notification, and work with business units on customer requirements that are necessary to comply with regulatory requirements.
·  Maintain central documentation of registration approvals and relevant correspondence with authorities and ensure availability of updated information on Philippine Chemical Regulations that impact business by monitoring upcoming and updates on existing regulations.
·  Acts a local coordinator for Occupational Health (OH). Manage and drive the implementation of all OH-Health Performance Index target and requirements including pandemic preparedness planning.
·  Conduct Safety Health Environment (SHE) Review for investment projects and existing plants/sites including pre-start-up safety review, Managing of Change (MOC) risk assessment, and process safety gap analysis.
·  Lead and support the emergency response management of sites including crisis incident management.
·  Provide advice for security management and conduct/review security self-assessment, site security key performance indicators, and travel security including information protection and cyber security.
·  Drive and lead the company-ISO Management system (QMS and EMS). Conduct internal audit, quality risk assessment and arrange annual management review.

 

Minimum Education and Qualifications Required:

·  Bachelor’s Degree in Chemistry, Engineering, Pharmacy and related disciplines.
·  At least 3-5 years’ combined work experience in chemical or allied industry dealing environment/health/safety, regulatory affairs, and quality management.
·  Possess basic to in-depth knowledge of local legislations and legal requirements pertaining to environment/health/safety, chemical regulations and regulatory processes, and quality management system.
·  Proficient in risk management including risk identification and mitigation.
·  Possess strong project management and influencing skills.
·  Possess strong analytical, problem-solving, and decision-making, and negotiation abilities.
·  Have very good relationship building and interpersonal communication skills.
·  Proficient in basic application and productivity software (Word, Excel, PowerPoint).
·  Demonstrate leadership, professionalism, and integrity at work.
·  Demonstrate high level of energy and maintain stable performance under pressure.
·  Have strong sense of customer service.
·  Proactive, can work independently and in teams.
