What are my responsibilities?

Proposal / Sales Phase

· Ensure early involvement to integrate procurement into the proposal activities
· Plan and utilize of required procurement resources to support project procurement activities
· Develop project specific sourcing strategy to optimize overall cost position in accordance with Division sourcing strategies (in particular pooling, utilization of master contracts and/or using ANC (Advance Negotiation Concept) incl. eAuction, where applicable in proposal phase)
· Participate in proposal meetings and provide information about supply market, preferred suppliers and supplier innovation (regarding goods and services) at an early stage to optimize supplier selection, internal workflows and processes
· Analyze scope of supply, contractual obligations (incl. Identification of potential Back-to-Back contractual requirements) and understand customer’s functional needs
· Identify particular procurement risks (e.g. vendor restrictions), opportunities and market influences together with Commodity Management, to avoid potential damage / exploit potential.
· Provide vendor-lists agreed with Commodity Management and aligned with client Approved Vendor List (AVL), as applicable.
· Involve PP and if required, involve commodity management (or equivalent) to obtain competitive proposals for agreed components to be involved in RfQ process.
· Release calculation of all components/services (incl. logistics) within project scope with reliable and up-to-date cost data on the basis of Total Cost of Ownership (ToCO) (rock-bottom price information, foster cost-out culture and application of cost out levers during proposal phase).
· Responsible for proposal preparation costs for procurement efforts
· Participate in LoA process and provide all procurement related documents/information for cost and schedule
· Include (supplier) innovations (e.g. through concept competitions, CVE) that improve Siemens' cost position and/or the customer's benefit.

Project Execution Phase

· Plan (incl. early escalation of shortages), utilizes and leads required procurement resources to support project procurement activities.
· Analyze scope of supply, contractual obligations and exactly understand customer’s functional needs.
· Identify back-to-back T&Cs together with Commercial Project Manager / Legal.
· Review and confirm OEC on procurement (incl. logistics) scope.
· Participate in Project meetings incl. kick-off as project core team member.
· Develop and report on Procurement Plan addressing all supply chain functions of purchasing, contract execution, expediting, inspections and logistics.
· Identify / update particular procurement / supply chain risks (and provision of such to GPM for inclusion if overall Risk Assessment), opportunities, potential changes, claims and market forces during the entire project, together with commodity management, to avoid potential damage / exploit potential.
· Derive project procurement strategy in accordance with overall project and commodity strategies and ensure implementation (in particular pooling, utilization of master contracts and/or using ANC (Advance Negotiation Concept) incl. eAuction).
· Aligns negotiation/sourcing strategies with commodity management (back-to-back where appropriate) and to initiate appropriate measures. Involve CVE as needed.
· Ensures initiation of Sourcing Board (if needed) with BU / DIV CPO for agreed components / contracts.
· Involvement in complex negotiations w/ suppliers
· Ensure that major procurement risks, changes to original scope of supply and potential claims (towards customers and suppliers) are covered in valid contracts. Ensure that contractual obligations (towards the customer that must be fulfilled by supplier) are covered in a way that mitigates the own risk exposure.
· Conduct concurrent cost calculation for all components/services sourced and for own team cost of work.
· Support claim management activities.
· Drives cost-out to ensure best cost position and optimized deployment of resources.

What do I need to qualify for this job?

· Minimum Bachelor degree in Engineering, Business Management or other related field.
· Min 3 years experience on Project Management, Project Procurement experience will be a plus.
· Good knowledge and understanding of steam turbine industry.
· Basic knowledge of sourcing processes/procedures and supply chain management.
· Ability to drive with cross-functional team and can-do attitude.
· Good communication skills
· Good knowledge of different cost structures and cost calculation.
· Possess negotiation skills, team oriented environment, Fluent in English with strong communication skills.
· Flexibility with regards to working hours, duties and travelling.
