Reporting to the Commercial Project Director, you will be responsible for:

  1. Project Mobilisation
    1. Support the Commercial team in the handover from the Tendering and Estimating team of the financial elements of a successful bid, creating the baseline budget and full set up in the SAP system.
    2. Contribute to the overall contract and claim management strategies supporting the negotiation with suppliers and subcontractors applying where applicable back-to-back conditions and risk and cost optimization measures
  2. Project Forecasting and Reporting
    1. Work with the project delivery team responsible for work package managing cost of both direct labour, material, plant and subcontract cost
    2. Assist the onsite technical staff such as site supervisors, construction managers, procurement, Design engineer, installation manager, Test & Commissioning members in settling up and assuring robust claim and change order management process including supporting documentation e.g. signed timesheets, delivery and site notes
    3. Liaise with work package managers to collate information on the works
    4. Implement processes in coordination with all functions involved in the project, including suppliers and subcontractors, for the timely recording of site progress, including robust support documentation of the cost ramp-up
    5. Report project actual and forecast spend to support Work Package Managers (WPM) and the Project Manager (PM) in the financial control and forecasting of their budgets.
    6. Analyse new project forecasts, developing a view on robustness, timing, risk and opportunity. Review and, if necessary, challenge with both WPM and PM before finalising.
    7. Working with other parts of the project team as necessary to prepare project reporting to the client and independent certifier where required
    8. Since you will be dealing with cost reimbursable contracts, ensure all project audit requirements are dealt with in a timely and professional manner maintaining auditable records for responsible work packages in accordance with contractual requirements.
    9. Ensure all project reports and forecasts are submitted on time, accurate, and are understood and approved, where necessary, by the Siemens Project and Alliance Management teams.
    10. Participate in reviews of tender pricing schedules, contractor forecasts, payment claims and variation claims; providing meaningful supporting commentary where required
    11. Support the Work Package, Engineering, Site Management and Procurement functions to manage and update on regular basis the BOM – Bill of Materials
  3. Month End
    1. Calculate and review, where necessary, project accruals 3rd party services, materials and subcontractors.
    2. Verify periodic costs to ensure month end position accurately reflects the financial position of the project.
    3. Support the commercial team in validating month end performance supported by other Project members within the team.
  4. Accounts Receivable
    1. Supporting the setup, submission and processing of Payment Claims towards customer and from nominated supplier and subcontractors, including certificates and invoices, and all postings to the ledger.
    2. On Target Cost/Cost reimbursable contracts, ensure timely and accurate provision of all supporting information to enable issuing, approval and payment of all actual costs claimed.
  5. Other Responsibilities
    1. Regular management and optimisation of assets and inventories
    2. Supporting the implementation of the Siemens and Alliance specific processes such as Purchase to Pay, Travel expenses, Logistics
    3. Establish and maintain interfaces with onsite stakeholders. e.g, customer and Alliance representatives, work project management, project management, contract management, engineering, subcontractors, suppliers.
    4. Act as the independent conscience of the project ensuring the integrity of the financial status and forecast, escalating issues or concerns where necessary.
    5. Drive consistent steering actions to achieve the targets set by the business in terms of revenue, profits and cash
    6. Ensures the accuracy of project books and records, including recording of such in the appropriate systems, e.g. SAP - ensures compliance with Siemens-FRG plus the local Gaap requirements. Ensures all related Project Reporting and Controlling activities.
    7. Enforcing compliance to standards, rules, and regulations – interacting with experts from Accounting, FPM, Tax, Treasury, P&O and Legal when required

Measures for success

  1. Business Administrator / Cost Controller seen as a key partner and team player by Work Package Managers, Commercial Project Director, Project Director, PMs, Commercial Manager and Finance Team.
  2. All budgets and forecasts, together with key risks, issues and opportunities, are owned, approved and understood by all appropriate parties
  3. All submissions are accurate, robust and on time

What do I need to qualify for this job?

  • Holds a degree in Business, Commerce, Accounting or Economics, with sound understanding of Project Management methodologies.
  • Minimum 3-5 years Business Administrator / Cost Controller experience working within a contractor side project environment. Ideally you have experience with the application and execution of the Siemens Collaboration Model for large international projects (or equivalent) and have a corresponding commercial project certification
  • The ability to analyse and use data to add value to a process or activity
  • Excellent SAP and Excel skills.
  • Able to manage cost of both direct labour, material, plant and subcontract costStrong communicator with the ability to challenge and influence others
  • Desire and ability to work closely and develop productive relationships with both technical, finance staff other project functions
  • Ability to work under own initiative and under cost or time critical conditions
  • Be prepared to travel as required to project sites
  • Excellent language skills (written and spoken) in English are required.
  • You have strong intercultural sensitivity and can work with teams and stakeholders from different countries and cultures, both internal and external
