Report to: SVP and Head of Performance Services
The Outsourcing Governance Manager will play a critical role in supporting third-party management activities driven by the Group, with a key focus on outsourcing management. The job holder is expected to lead the implementation and ongoing governance of a comprehensive bank-wide third-party management framework, ensuring compliance with both local regulations and Group requirements. This senior role requires the ability to drive additional controls and maintain strong, influential relationships with business partners and key Subject Matter Experts (SMEs).
Key Accountabilities:
‧ Provide expert advice and guidance on the consistent application of Taiwan Outsourcing Regulations and the Group’s Third Party Management requirements. Establish and implement a bank-wide outsourcing framework.
‧ Actively communicate changes to outsourcing policies, procedures, and regulations; provide training to all employees to ensure awareness across all GB/GF/DBS.
‧ Establish and maintain a structured internal governance framework to ensure effective oversight of compliance with all outsourcing activities in line with Group and local regulatory requirements.
‧ Drive and support the Third Party Governance Forum (“TPGF”), reporting trends from findings (internal, external, and regulatory) to the committee.
‧ Instigate targeted control improvement exercises where needs are identified. Coordinate with business/functions for periodic evaluations of outsourcing activities and consolidates the results for submission to the Board of Directors.
‧ Support the Country EXCO team in overseeing third-party activities within their respective areas.
‧ Assist Business/Functions in conducting control testing and monitoring using a standardized internal control methodology.
‧ Serve as the main contact for internal and external authorities regarding outsourcing matters. Coordinate audit and regulatory findings related to outsourcing.
‧ Regulatory reporting of outsourcing activities to the relevant regulatory authorities.
‧ Collaborate with the second lines of defense (2LODs) to ensure the effectiveness of third-party controls. Ensure timely escalation of third-party issues/incidents to the ASP TPAG / Local RMM.

Information
‧ Proven experience in outsourcing governance, third-party management, or related fields within the banking or financial services industry.
‧ Strong understanding of local regulations and Group requirements related to outsourcing and third-party management.
‧ Excellent communication and interpersonal skills, with the ability to influence and build relationships with stakeholders at all levels.
‧ Demonstrated ability to drive change and implement effective governance frameworks.
‧ Strong analytical skills and attention to detail.
