Role Purpose
Supporting the Global Heads of Independent Model Review and Stress Testing Independent Model Review in the implementation and co-ordination of a global vision and strategy for Independent Review of econometrics models used for scenario design, analysis and scenario enrichment in Stress Testing exercises undertaken within the Group. This includes responsibility for the following key aspects across Group:
Independent oversight of all Econometrics Models used within the bank for scenario design and enrichment of economic variable forecasts used for the purpose of Stress Testing across the Group.
Independent review of econometrics models used for stress testing across Group in accordance with Regulatory requirements, HGHQ guidelines, FIM etc.
Keeping the relevant Model Oversight Committees (MOC) and Stress Testing Committees updated on stress testing model review work and providing support on model approval
Research of technical advances in use of econometric modelling for the purpose of Scenario Design and Enrichment within Stress Testing Framework
Responsible for implementation of policy cascaded from Group Risk (Global Head of Independent Model Review); accountable to Independent Model Review for implementation of independent review related policy and initiatives and overall objectives; accountable to Global Head of Stress Testing Independent Model Review for independent review related objectives and initiatives
Key Accountabilities
Impact on the Business
Support the Group Model Oversight Committees and Stress Testing governance committees as the primary forum for oversight of Scenario Design and Enrichment models
Carry out independent reviews for stress testing models developed at Group level for forecasts of scenario variables and support regions when required
Customers / Stakeholders
Interaction with Scenario Design & Interpretation team to conduct independent reviews of models developed by vendor and various regional Risk Strategy teams when required
Interaction with modeling teams and vendor to provide insightful and constructive feedback on models developed and potential improvements
Interaction with Regulators and other industry bodies on independent review related matters
Interaction with Group MOC and other Group forums for stress testing on Finance stress testing model related issues
Leadership & Teamwork
Strong communication working alongside modeling to ensure all findings and recommendations are clearly understood; and with Risk Strategy teams to ensure implementation of new stress testing models independent review policies or standards
Provide support to members of regional and global independent model review functions to carry out reviews for wholesale credit risk stress testing models
Support the Global Head of Stress Testing Independent Model Review in relation to team activity, succession planning, talent management, performance management and improving employee engagement
Operational Effectiveness & Control
Maintain stress testing models independent review framework and process to align with Group model standards
Effectiveness of implementation of IR process, techniques and other associated methodologies
Oversight of implementation of any audit recommendations for Finance Stress Testing model related areas

Working in an environment of dynamic model delivery schedule – often with short time scales
Keep up to speed with rapidly changing regulatory environment and increasingly stringent requirements and standards
Keep up to speed with modeling techniques to provide an effective challenge to Econmetric models presented for independent review
Ability to present complex statistical concepts and results to non-technical audiences in a persuasive and compelling manner
Knowledge of economic forecasting processes and economies in which HSBC has significant presence
Role Context
Broad scope of econometric modelling techniques and scenario design for stress testing
Role holder acts under the guidance of the Global Head of Stress Testing IMR, to who matters of fundamental significance will be referred. Reference to Model Oversight Committees required. The role has a global outreach across all Global Regions
Key global point of contact for stress testing independent review policies and procedures for econometric models
Participation in consultative exercises, reviewing modeling teams proposals and attending model approval committees for econometric models
Implementation of best practice solutions as Group expert for Scenario Design and Enrichment

Management of Risk
Demonstrate understanding of regulatory and compliance matters; maintain awareness of operational risk and minimise the likelihood of it occurring; including its identification, assessment, mitigation and control, loss identification and reporting in accordance with section B.1.2 of the Group Operations FIM
Observation of Internal Controls
Maintain and observe HSBC internal control standards, implement and observe Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators. Foster a compliance culture and implement Group Compliance Policy by managing compliance risk in liaison with the Head of Group Compliance, Regional Compliance Officer, Area Compliance Officer or Local Compliance Officer, ensuring adequate compliance resources are in place and training is provided, and optimising relations with regulators
Desired profile
Knowledge & Experience / Qualifications
Knowledge:
Comprehensive knowledge of statistical model and econometric forecast development techniques
Detailed knowledge of Risk models, performance metrics and risks and associated issues optional
Detailed knowledge of Stress Testing regulatory framework in UK and those of other principal regulators in regions with significant HSBC presence such as Federal Reserve/OCC for HNAH and HKMA for HBAP
Experience:
Experience of developing econometric forecast models used for business planning and stress testing
Experience of presenting recommendations to Senior Management
Experience of conducting independent model reviews
Evidence of successfully defining and shaping rigorous governance frameworks
experience in the industry
Skills:
Ability to present complex statistical concepts and results to non-technical audiences in a persuasive and compelling manner
Qualifications
Educated to Doctorate/Masters/Bachelors degree level in a numerate discipline
