Global Risk is a thriving and expert risk management function supporting HSBC globally with all aspects of risk management. The team actively manages a varied and dynamic range of risk types, including security, fraud, information security, contingency, geopolitical, operational, credit, pension, insurance, market and reputation risks. All parts of the Global Risk team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.
We are currently seeking a high calibre professional to join our team as a Senior Manager, Enterprise Risk Management Capital and Behaviours.
Principal Responsibilities
Global Enterprise Risk Management (ERM) is a sub function of Group Risk and Compliance. Its purpose is to make sure HSBC understands and effectively controls its non-financial risk position, through end-to-end oversight of processes, risks, and controls and by robust stewardship of the bank's risk appetite to comply with risk, business, and regulatory priorities. It seeks to strengthen the risk culture across the organisation through the application of effective policies and frameworks that drive consistent risk management practices across our businesses and functions at global, regional and market level.
The Senior Manager, ERM Capital and Behaviours, Singapore is responsible for supporting behavioural risk management through the Notable Events / Reportable Incidents process, operational risk policy and framework for Singapore. This includes:
· Contribute to operational risk quantitative measurement capabilities for HSBC, including risk appetite, scenario analysis, capital modelling, stress testing and capital allocation. Ensure the scenario programme is delivered locally through Risk stewards and the 1st line
· Manage resilience risk Whistleblowing cases, Reportable Incident reports and Notable Event investigations process in line with the expectations of our key regulators and other conduct regulators and accountability regimes, regionally in country
· Contribute to the design and implementation of the global operational risk framework (i.e. Global Principles, Risk Management Framework, NFR Practitioner Guidance, OR FIM). Help set any local guidance that is required for regulatory or local language reasons. Ensure any local variations that are required are agreed with the global team
· Support training and capability uplift for the Singapore ERM, R&C and wider Business and Functions teams and to the wider HSBC community to ensure robust understanding of all operational risk specialist areas
· Increasing and assessing Risk Steward capability through supporting the delivery of Risk Steward learning and training initiatives
· Support in the execution of local stress testing, aligning with the design and implementation of the methodology, process, tools and policy for operational risk stress testing
· Contribute to the delivery of global stress testing exercises, as required
· Additionally, the role holder will have responsibility for oversight, review and challenge of the execution of the RMF across Second Line of Defence (2LOD) Non-Financial Risk (NFR) Stewards, as well as increasingly Financial Risk (FR) Stewards, which will include:
· Supporting in setting standards, framework and expectations of Risk Stewards
· Executing Operational Risk oversight activity as stated in the RMF
· Monitoring Risk Steward compliance and consistency with application of the RMF through MI, documented opinion, robust challenge and intervention as required
· Co-ordinating Risk Steward input to RMF design e.g. setting risk taxonomy, control library, RCA scoping and control monitoring requirements
· Supporting development of relevant MI and use to support Risk Steward oversight
· Supporting consistency and rationalisation of NFR policies
· Input into ongoing enhancement of the RMF
· The role holder will also be expected to be fungible across the Risk Strategy team, and provide back up for areas such as risk governance, risk appetite and risk reporting
Requirements
· Strong knowledge and ability to interpret HSBC Group’s Risk Governance, Risk Management Frameworks and Risk Policies
· Subject matter expertise in governance and risk frameworks and experience of having worked within the second line of defence and in a governance role would be a distinct advantage
· Strong understanding of the regulatory environments applicable to the above business lines
· The role is responsible for leading the preparation of external risk disclosures and materials to regulators which requires analysis and attention to detail. Whilst not a requirement a numerical or analytical background would be an advantage
