Job Overview

The Government Contracts Administrator role will be based in Tysons, VA and will work across all U.S. regions and service lines particularly working closely with the Government Contract Compliance team and Contract Managers in the capture and documentation of key contract metrics for all new awards.

 

Position Summary

 

This critical contracts administration role is responsible for contract file formation, review, storage and data capture of State and Local as well as Federal client engagements.  Focus will be on the capture, initialization, documentation and data capture in our contract files as well as loading key metrics and other contractual artifacts into our Deltek Contract Management System. 

 

In addition, the following will be required:

· 
Contract administrative ad hoc analysis and contract compliance tracking and reporting requirements as assigned

· 
Storage strategy of all solicitations, proposals, bids, contracts, contract modifications, non-disclosure agreements, teaming agreements, subcontracting agreements, and resumes. 

· 
Contract review and interpretation of key terms will be required to initialize and help create logic behind data storage strategies for effective analytics. 

· 
Understand implications of Contract Mods, Change Notices, Change Orders, etc., and communicate/coordinate updates to the system as appropriate. 

· 
Timely posting of such updates in order to provide meaningful status reports, analytics, and ensuring compliance with other matters. 

· 
Develop and maintain strong working relationships with the EY’s Government Contract Compliance team and Contract Managers and other external/internal stakeholders. 

· 
Assist with contract interpretation and identifying items for on-going compliance monitoring.

· 
Ensure that fully executed contracts are distributed to all relevant parties to provide contract visibility and awareness to the project team (as defined) and associated compliance and support personnel

· 
Interpretation to support effective implementation and execution, and documentation in the Deltek Contract Management System

· 
Other relevant tasks or projects to assigned as assigned

 

Responsibilities

· 
Responsible for capturing State, Local and Federal contracts from inception through formal contract close out 

· 
Complete and maintain set-up form for data capture and entry into Deltek CMS or other systems as required

· 
Enter the contract and all associated artifacts into Deltek CMS or other systems as required

·  Work closely with Contract Managers on ensuring data capture of pertinent information
· 
Develop criteria for routine and ad hoc analyses

· 
Run routine and ad hoc analyses on an established schedule or as needed; works with Contract Compliance team or Contract Managers as needed to review, update, or report on data

· 
Develop recommendations for process changes and enhancements to improve efficiency

· 
Contract management responsibilities as assigned

· 
Other reporting responsibilities and duties as assigned

 

Qualifications

·  Understanding of financial or contract management databases

Previous hands-on experience working with Deltek software products including Deltek Contract Management System, GovWin and Costpoint preferred

Experience

·  2+ years actively working with US government contracting entity and/or within a contracts or legal administration environment required. 
·  Specific experience with state & local municipalities a plus. 
·  Strong analytic, time management, ability to work independently, and an understanding of databases and report generation required.

 

Education

·  Bachelor’s degree is desirable but not required depending on skill set and relevant industry experience
·  Formal training in contract management systems or financial systems is a plus
·  Experience managing a database and the resultant analytics is a plus
·  Contract Management and/or Project Management experience are a plus

 

Security Clearance

·  Must be able to obtain a Top Secret clearance, TS/SCI preferred.
