In the context of Agility and Digitization, External Workforce is playing an increasingly important role in enabling business agility to rapidly respond to capacity and capability gaps. The External Workforce program goal is to define External Workforce strategies and streamline related processes to ultimately enable a Total Talent strategic approach, contributing to ensure the availability of talent for the future. We are looking for an experienced HR professional with a generalist profile, partnership mindset and relevant Change Management skills to drive work teams and project teams to develop key initiatives that will support the External Workforce Strategies and Framework definition and implementation throughout Roche.

Reporting to the External Workforce Framework Lead, the primary responsibility of this role will be to drive, lead and do the project management of different initiatives related to external workforce strategies and global framework implementation, including the definition of processes and its implementation into all Roche countries/affiliates/sites. Successful adoption of these newly defined strategies, initiatives and processes is tied to change management skills, understanding of Roche's local affiliate business practices and processes for external workforce management and a significant HR and people and culture strategies, processes and practices background. The exposure to local, global and multicultural environments in different markets is also key for success. It is also relevant to have awareness of the local labor laws and related risks to external workforce.

Because the objectives are for an enterprise-wide Framework for enabling the strategic development of External Workforce in Roche, the ideal candidate will have experience at a Global and Local HR level and also HR experiences in multiple divisions/affiliates and markets. It is needed as well exposure and experience in analyzing external workforce processes, strategies and governance models. The candidate has had experiences working in topics such as workforce planning, talent acquisition, organizational development and HR initiatives for transformation & change management. Some exposure to risk management as related to external workforce would be appreciated. Highly beneficial are experiences with other HR processes such as compensation and rewards, performance management, and intimacy with HR Information Systems. Proficiency with English is a must-have, and speaking other languages is a significant benefit, especially Mandarin, Spanish and German.

Ultimately, this role will highly contribute to having a talent pipeline that aligns profiles needed for now and the future with business objectives.

Responsibilities:

· 
Define and drive as project lead and project manager different P&C initiatives related to external workforce strategies and global framework implementation.

· 
Create actionable and timely deliverables for the owned initiatives.

· 
Make sure work and project teams assigned are clear on objectives

· 
Actively participate in other external workforce strategies and framework initiatives as a team member, ensuring area deliverables and contribution to key strategic goals.

Define processes and organizational model that supports external workforce lifecycle - a new business area in HR

Support other team members when necessary to meet area Strategies and Framework deliverables/outputs.

Lead process change management to ensure the right implementation of the activities assigned, identifying key stakeholders, assessing process change impact through analysis, data collection, and feedback efforts.

Identify, analyze and prepare risk mitigation management plans

Requirements:

·  Bachelor's Degree in Human Resources, with experience in HR, in global projects and international environments.
·  Experience in External workforce processes and governance model analysis
·  Experience in supporting External Workforce framework and strategies projects.
·  Theoretical and practical project management knowledge, techniques and tools.
·  Strong analytical skills to determine, anticipate and plan project needs and tasks, and for problem solving. Excellent decision-making capabilities.
·  Excellent communication skills and stakeholders management capacity. Leadership skills and ability to influence people and long term relationship building; English and at least two of following three: German, Mandarin, Spanish
·  Conflict resolution, Flexibility and Resilience.
·  Understanding the healthcare industry.
·  Familiarity with Candidate Management Systems, VMS and Human Resources software would be very valuable.
