Job description

The Position

1. The HSP mission and responsibility

  • Health care is changing: increasing clinical breakthrough innovation, increasing patient empowerment, multiple sources of medical information, greater utilization of technology, and growing pressures of pricing and sustainability. As a result of all this, Roche needs a role to anticipate and shape the future ways of working that will enable it to collaborate proactively with key stakeholders of different health systems.

  • The Healthcare System Partner (HSP) is an empowered leader and plays a pivotal role in enabling Roche to achieve this. HSP acts as the local face of Roche, working closely with system-level healthcare stakeholders such as policy makers, regulators, payers, PAGs and other relevant public organizations to co-create an ecosystem, that will not only facilitate the delivery of better clinical care but also ensure that the current and forthcoming solutions from Roche will be successful and sustainable. In this capacity, the HSP has to identify, mapping, engage and manage ecosystem stakeholders.

  • The HSP partners with healthcare system stakeholders to drive healthcare system innovation and unlock possibilities, build new regulations, tech-based solutions and/or payment / funding models which deliver value for the ecosystem and society to address the unmet needs of stakeholders.

  • The HSP is a thought leader who can assess trends and situations and translate them into actionable insights for Roche teams. HSP also identifies shared strategic purposes and value, prioritizes affiliates’ policy directives* (HIP: Health Impact Plan) to enable Roche’s solutions; then co-creates events and co-implements them with internal and external stakeholders across ecosystems, improving outcomes for thousands of patients that are outside the scope of reimbursement from the National Health Insurance (NHIA)

  • While the HSP may not be directly responsible for the performance of a particular brand or disease area portfolio, the mid-long term direction that the HSP sets for policy shaping and the subsequent collaborations and projects that are undertaken, will have a strong and tangible impact on the success of the company’s portfolio.

  • By doing so the HSP will be directly accountable to challenge and shape the healthcare system in service, throughout improving diagnosis, treatment and adherence to deliver  better health outcomes for more patients with Roche’s solutions faster and in a sustainable way to society

2. Mindset and Behaviors

  • The Healthcare System Partner lives the Visionary, Architect, Coach, Catalyst (VACC)  model, acts as catalyst and coach externally and internally.
  • The role is empowered to pull in expertise and resources locally and from the wider Roche network as needed, including in collaboration with other HSPs, Patient Journey Partners, Access advisors, Strategic Account Partners, relevant Marketing and Medical enablers within and outside the home affiliates.

  • Competencies:  The HSP demonstrates personal purpose around improving the healthcare ecosystem, both locally and for Roche more broadly. They think from an Enterprise level, beyond boundaries and borders, in order to bring the best possible outcomes to both the local health environment, and more broadly, across Roche globally.

3. Experiences, Knowledge and Qualifications

Education: 

  • University degree (scientific, economic, or business degree). An advanced degree in Life science and/or MBA  is a plus.

  • Practical understanding of digital innovation and application for medical services

Skills, Knowledge and Working Experience:

  • In depth understanding of the Taiwan healthcare system, processes and governance

  • In depth understanding of private health insurance regulations and current schemes in Taiwan, and a familiarity with privatized health insurance markets outside Taiwan

  • Prior experience developing and piloting alternative funding mechanisms (i.e. beyond NHIA) for healthcare in Taiwan

  • Active network with private insurance companies, alternative funding organizations, and/or relevant policy officials 

  • Excellent customer engagement and management skills

  • Experience leading cross functional teams is required. Cross-functional leadership experience in both formulating cross-functional strategies and orchestrating cross-functional teams is desirable.

  • System thinker and deep listener

  • A sensitive leader who senses, reflects and responds

  • Strong business acumen with desired expertise in commercialization and customer experience excellence

  • Ability to understand and leverage digital means and tools for the benefit of all stakeholders is highly desirable.

  • Able to manage complex projects and good at communication

  • Broad understanding of Roche’s present portfolio and future pipeline, such that they can work on future-based solutions 

  • Optimal knowledge and capability to capture, analyze and reflect healthcare related policy trends into HIP

  • Others (i.e. Travel Requirement):

    Fluent in the local language. Proficient in English to collaborate internally across the broader Roche enterprise is highly desirable.
