Purpose

To provide oversight and ownership of the Site Project Portfolio Process, and oversee the Project Portfolio including Product Technical Transfers, CAPEX, and Business projects. He/She will lead the prioritization of projects and programs at Site and cross functional level in alignment with the overall Site / Network goals and strategy. He/She will set up and lead regular PPM reviews in accordance with the annual business management rhythm established by the site race track. Lead and develop Center of Excellence for Project Management and Change Leadership. The Head of Project Portfolio Management is accountable to the Site Leadership for the successful delivery of key Site programs and projects.

Key Responsibilities

Project Portfolio Management :

·  Manage and drive RSTO project portfolios management system, process and execution (including Site, Cross Functional, Functional, and Network). Analyze and provide Site Leadership team with critical insights into deployment of the site's resources for current and future projects.
·  Analyze current portfolio of programs and projects to provide insights on resources, estimation of effort, duration, and interdependencies.
·  Facilitate Site Leadership Portfolio Review and Lead Cross Functional Project Review to prioritize projects and programs in alignment and deliver Site / Network Strategy and Goals.
·  Manage and provide insights into the health of projects through maintaining visbility and tracking of portfolio performance metrics. Establish KPI's to highlight performance, delays, resource constraints, and project inactivity.
·  Proactive management of the programs / projects interdepencies to ensure timely delivery of business outcomes from the Site portfolio.
·  Maintain accountability for PPM and PM tools / templates for the site, and introduce to best in class techniques through network / industry best practice.

Program / Project Management :

·  Leadership of site-wide initiatives, programs, and projects (includes Product Technical Transfers, CAPEX, and Business projects).
·  Ensure due diligence for projects is performed to highlight level of risks with safety, quality, compliance, delivery, and costs to site and its products.
·  Identify and perform remediation planning for project and program risks. Communicate with key stakeholders to mitigate impact of risks to project completion.
·  Lead the development of training programs to enhance site's capability in Project Management and Change Leadership.
·  Ensure best practice project management processes are consistently used across the site including robust risk analysis.

·  Implement, enforce and take ownership on all RSTO's Safety, Health & Environmental (SHE) requirements and initiatives within his/her areas of responsibilities.
·  Ensure all employees are competent and provided with the necessary tools and equipment to work safely and without health risks.

Qualifications (education/experience/knowledge/skills/competencies)

·  Masters / Bachelor's Degree in Engineering, Project Management, Business Administration, Life Sciences or a related field.
·  Proven mastery in Project Portfolio, Program and Project Management is essential. PMP certification is preferred.
·  Demonstrated competencies in continuous improvement methodologies including Lean, Six Sigma, and problem solving skills is required.
·  At least 7 years of experience managing projects ranging from small to large scale and complexity (including Business, CAPEX, Product Technical Transfers).
·  Minimum of 5 years of professional experience in a GMP environment.
·  Minimum 3-5 years in a supervisory position.
·  Experience leading change initiatives on a local, regional or global level. Familiarity with industry change management techniques.
·  Excellent verbal and written communication skills with the ability to influence key stakeholders.
·  Familiarity with software such as MS Project, Visio, Powerpoint, Excel, and Word.

Appointment to this position will be on local Singapore salary and benefits package.
