The IBM Federal Strategic Deal Team is looking for an experienced Proposal Manager/Writer in the Washington, DC Metropolitan area. The Proposal Manager/Writer will serve as a liaison between Strategic Deal Team and Proposal Managers to ensure the value propositions, Concept of Operations, win themes, and price to win strategy are incorporated into proposal artifacts and the final proposal.
The candidate will be responsible for the following:
· facilitate proposal strategy sessions to gather and compile proposal content
· interview subject matter experts for development of proposal content and artifacts
· write major message highlights, graphical depictions of technical and management content, and proposal prose
· write/edit proposal narrative based on input from applicable sources and geared toward Federal Government clients
· edit for clarity, grammar, accuracy, and consistent voice
· manage proposal data repositories including team member management and regular document updates
· lead the on-time development and production of articulate, compliant, high-quality, multi-million/billion dollar business volume content for highly complex responses to RFIs, RFQs, RFPs, and unsolicited proposals

· participate in all aspects of the proposal development process from pre-solicitation through final response The candidate must be detail oriented with excellent English-speaking/communication, strong interpersonal, computer and organizational skills. The candidate must be comfortable with working in a leadership capacity with high level executives and team members.
Global Business Services (GBS) Deal Squads consist of teams of multi-disciplinary experts to help close large, complex deals. You will work in a team that is responsible for progression, conversion, and closure of large deals. The role will be part of a cross-functional team that will typically include a Proposal Manager, Writers, and Designers.

Required Technical and Professional Expertise
· 5 years of federal proposal management experience, preferably with an IT knowledge/ background
· 5 years writing and editing and interviewing subject matter experts
· 3 years analyzing RFP requirements, developing compliance matrices, and establishing proposal schedules including all proposal development activities, meetings, document reviews, and approval gate reviews
· 3 years managing teams of staff writers, technical editors, subject matter experts, and business development professionals to produce proposals under tight deadlines that are factually accurate, grammatically correct, and that tell a compelling story
