Job description

Procurement Buyer has the responsibility for achieving best overall value for IBM (internal and external clients) when acquiring or contracting for goods, services and intellectual property assets by selecting appropriate suppliers providing optimal cost, quality and delivery. Such Procurement professional executes both the operational part of Procurement Process meeting all predefined standards for quality, following existing measures and deadlines and also performs negotiations and contracting with selected vendors, providing advice and guidance on commercial issues, as well as duly documenting all deals into the relevant tools, all in compliance with company guidelines.

Responsibilities:

- Ensure an effective procurement process is defined and operated/executed in compliance with company guidelines.
- Identify and promote process efficiencies
- Interact regularly with clients to determinate their needs and develop appropriate solutions
- Responsible for negotiating contract terms with suppliers and liaise with legal staff where appropriate
- Select and evaluate suppliers and conduct a fair value determination while ensuring clients' specifications are fulfilled
- Support one-off tactical sourcing of client requirements
- Onboard new suppliers as and when appropriate; responsible to collect and prepare all the necessary documentation for the new vendor setup and handle supplier maintenance requests
- Act as a representative of the department in engagement opportunities and coordinate the collection of offers; requesting and comparing offers
- Support one-off tactical sourcing of client requirements
- Develop and maintain effective relationship with key suppliers; understand their requirements and longer-term strategies; analyze changing client/market conditions
- Respond to inquiries of customers and suppliers associated with the procurement process
- Handle "blocked" invoices following agreed corporate procedures
- Maintain effective audit trails for all sourcing activities, including maintaining appropriate contract documentation.
- Identify savings opportunities and ensure about accurate recording
-Sign commitments on behalf of the employer within the given delegation authority and company requirements
- Ensure successful and smooth orders' flow by creating, developing and archiving proper documentation; complying with standards for quality and deadlines
- Provide multi-category support
- Execute all employer's lawful directions in relation to the assigned working responsibilities
- According to specific needs, liaise with other department, communicate and negotiate with clients and suppliers through all levels of organization
- Work with Procurement tools configurations. Enables the automatic order creation through setting system parameters.
- Compliance with the Internal regulations and the rules of conduct in business „Business Conduct Guidelines“ of the IBM corporation, as well as all other regulations, rules and policies established by the company
- Formulation of individual annual business goals for the position in the assessment system, which document is an integral part of current job descriptions and plays a major role in the assessment of current and annual performance of the employee to the position.

Required Technical and Professional Expertise

- Experienced Buyer with a good understanding and appreciation of contracts
- Fluency in English
- Sound commercial judgment and strong negotiation skills
- Excellent communicator, willing and able to deal effectively with a variety of internal clients and Suppliers at all levels
- Effective team player, willing to assist others as/when necessary and able to work to changing priorities and deadlines
- Self-motivated, determined and resilient
