Non-Financial Risk is a pillar within Wholesale COO that is a specialised risk management function overseeing, and executing key activities within the Non-Financial Risk (NFR) management framework. The team actively manages varied and dynamic range of risk types under NFR framework. The team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.
Business Regulatory Risk and Product Governance (BRR) is responsible for protecting the organisation through appropriate risk management, ensuring that risks are captured, understood, clearly communicated and potential sources of loss are minimised in a cost-effective manner. Role holders will have depth of expertise in BRR areas but unlikely to be specialists in all areas of NFR Risk Management. Therefore, engagement with Risk Specialists and stakeholders will be required. VP Wholesale Product Governance and Business Regulatory Risk (BRR) role acts as a trusted advisor to the first line of defence (FLoD).
BRR will be responsible for the maintenance of the BRR, conduct & culture control framework pertaining to WHOLESALE clients, ensuring the overall effective operation of the end to end processes and systems that comprise the Product Governance (but not Management) framework, and ensuring adherence to all applicable BRR Standards. This will be achieved through clearly defined and well implemented procedures, managed risk mitigation, targeted advisory guidance and overall awareness and behavior of relevant staff across WHOLESALE (most notably Relationship Managers). Perform role of account manager as Wholesale facing across all the NFR areas this includes activities which the role holder does not necessarily perform themselves ie: focus on identifying, assessing, mitigating &/or managing NFR risks.
The BRR operationally will further collaborate with other WCOO and Business areas, including Chief Control Office, BFCR, Generalist Risk, Transformation & CAO to ensure a cohesive approach to meet broader internal, Group or external requirements.

Reports to: Head Wholesale Non-Financial Risk, Taiwan.
· Implementing business risk, conduct and regulatory compliance procedures within Businesses, coordinating with Sub-BUCOs in RM teams, where necessary, to cascade/ implement regulatory related matters, and ensuring that new legislation is adequately reflected in working procedures.
· Drive awareness & real time monitoring of GB & CMB’s NFR health & culture (Treat Customer Fairly 公平待客原則) across the Front Line RM & RM Support communities adjusting via targeted improvement / refresher programmes. Utilise the read across as a mechanism to monitor and improve health, culture and operational resilience of the Businesses.
· Provide guidance and support to Wholesale communities & Senior Management in conjunction with experts across the BRR & PG space, and other offices no matter global or regional.
· Identify ways to streamline and simplify BRR & PG procedures to concentrate as far as possible on robust risk management together with positive customer and employee experience. Championing and driving BRR related process streamlining initiatives and implementation, penetrating the Front Line and encouraging participation by DBS and / or Stewards. Examples are Cross Border notices, monthly self-assessments, FC & RC Business Internal Control Assessment Review (BICAR), Compliance Checklists, Sustainability / ESG.
· WSB co-lead contact point for holistic engagement collaboration with internal audit & assurance co-ordination, and also for requests or on-site visits by competent authorities (such as FEB/BB/CBC/JCIC/BA) enforcement divisions. Assist with guiding Control Owners to develop and endorse their MAP’s. Ensure Chief Control Officer (CCO) is fully engaged & updated on information needed to update Helios and guide Control Owners through Continuous Monitoring Assessment. Perform role of TPEM under outsourcing & internal control frameworks.
· Protect the Bank, GB and CMB from potential operational loss (tangible and reputational losses).
· Represent at and contribute to WSB governance meetings such as ASP BRR / CCO Connect, CMB TW Risk Meeting, GB TW Risk Oversight Committee (if need), ASP RRCSC etc.. Take initiative to propose and prepare Special Papers and review, supplement or correct commentary of subject area updates.
· Contribute to the strengthening of critical thinking by providing SME guidance and support to frontline colleagues to develop understanding and management of Business, Conduct & Culture Risk exposure, through ongoing feedback from assessments. Negotiating and liaising with Compliance or other Primary Steward where there is a clear need for direction to navigate a risk.
Information
· Bachelor’s degree at a minimum.
· With experiences in Financial Institutions or similar risk management areas (e.g. major consultancy firms, front office, risk and control units, compliance, assurance or client engagement internal audit).
· Knowledge of the WHOLESALE customer and, product governance & business regulatory risk management lifecycle and control framework including relevant processes and Bank systems.
· Experience in advising and/or educating others on complex business and/or risk management activities.
· Driven yet flexible manager who is capable and experienced with driving 公平待客原則 change.
· Experience in documenting and maintaining procedures and in writing and delivering clear and effective guidance.
· Organized and logical thinker, with good understanding of the importance of well-defined processes and governance.
· Strong written and verbal communication (English & Mandarin essential) and presentation skills including ability to communicate with senior members of frontline teams, RC, Regulatory Affairs, Stewards, Audit and Regulators.
· The jobholder must display considerable personal authority, initiative and independence in order to operate effectively, with minimal guidance from senior management.
· Have obtained單位法令遵循主管證照, be current on三十小時法令遵循人員職前研習班and, perform the role of 法令遵循單位主管(FC & RC BICAR, AMLO, Self Assessment) for Wholesale coverage and WCOO.
