We are currently seeking a high caliber professional to join our team as a Manager External Investigative Reporting Quality Assurance (Internal), Vice President External Investigative Reporting (EIR) Quality Assurance (External) (GCB 5)

Role Purpose

The jobholder is primarily responsible for the completion of the quality assurance review of Financial Crime Investigations conducted by the Triage Team, External Investigative Reporting (EIR) Team, Major Investigations Team, or other stakeholders to ensure that the activities subject of the quality assurance are conducted in line with HSBC’s Global Quality Assurance (QA) Instructions and target operating model.

Principal Accountabilities:

·  Responsible for performing quality assurance reviews on Financial Crime Investigations on a sampling basis.  QA scope includes:
·  Closed External Investigative Reporting (EIR) Investigations and SARs/STRs filed;
·  Closed and Rejected cases by Triage;
·  Closed Major Investigations;
·  Discounted Enhanced Transaction Monitoring Alerts; and
·  Global Banking & Markets Interim Solution (GBMIS) Alerts.
  Responsible for providing assurance of the following :

·  External Investigative Reporting and Major Investigations Cases are investigated in line with relevant policies, instructions and processes;
·  Triage closed and rejected cases have been reviewed in line with all relevant policies, instructions and processes;
·  Decision-making process is clear through the documentation of the investigation and conclusions are adequately supported by the research performed, described, facts and evidence presented;
·  Triage Managerial approvals, consultation and notifications are completed as outlined in the Global Triage Instructions for all closed and rejected cases.
·  SARs/STRs are filed in line with HSBC policy, guidance, instructions and all legal and regulatory requirements; and
·  Referrals for action and other post SAR/STR filing activities are conducted in line with all relevant policies, instructions and processes.
·  Responsible for monitoring EIR, Triage, and Major quality, prepare MI and provide regular reporting to country management and relevant governance committees:
·  Responsible for providing feedback and utilizing MI to educate and drive quality improvements in EIR, Triage, and Major through Quality Forums / Learning Sessions;
·  Responsible for conducting measures (ie  training, closer monitoring where required) in order to bring or ensure that the quality of the investigations conducted are within the acceptable QA Key Performance Indicators (KPIs);
·  Undertakes local ad hoc projects, reviews and monitoring as requested by the Country Head of Financial Crime;
·  Supports and participates in key initiatives from the country / region.
·  Jobholder must be line managed, and performance assessed, independently from EIR, Triage, and Major Investigative teams;
 Leadership and Teamwork

·  Coordinate between Compliance Advisory, Regulatory Conduct, Global Businesses, Risk, Technology, and Legal, and others as appropriate in the Philippines.
·  Conduct Quality Forums / Learning Sessions to the FC Investigations teams on a monthly basis to discuss the results of the QA performed and any significant Financial Crime Risk developments for the knowledge of the investigators.
·  Motivate and develop an effective team through communication, cultivate an environment that supports diversity and reflects the HSBC brand and improves employee engagement.

Information

Experience, Skills and Qualifications  

·  Experience in investigative work preferred, ideally including transaction monitoring and customer screening.
·  Experience in writing reports to identify Financial Crime risks and/or SAR/STR reporting.
·  Experience in undertaking investigations/analysis into customer activity with the ability to draw inferences from noted behavior, including transactional profile, against expectation established from CDD data.
·  Basic knowledge of proceeds of crime legislation, associated AML regulation and guidance.
·  Good working knowledge of AML within the financial services industry.
·  Both spoken and written communication skills with the ability to document investigative steps and conclusions effectively, in a clear, concise and professional manner.
·  Knowledge of e-discovery, internet open source research preferred.
·  Lateral thinking with an ability to interpret and solve complex issues.
·  Strong organizational skills.
·  Good communicator with strong inter-personal and presentation skills.
·  Prior regulatory or law enforcement investigations experience advantageous.
·  ACAMS or ICA ML/FCC qualifications preferred.
·  Universal banking experience an advantage.
