Position Purpose: 

To assist the Fleet/Conveyance System Manager on the day-to-day operation and maintenance of the District’s Metropolitan Interceptor Sewer (MIS) system and the Inline Storage System (ISS), including their facilities and equipment. Responsible for continuous operation of all sewer system facilities, which includes emergency repairs, 24 hours/day. As the department manager responsibilities include regulatory compliance, safety, customer requests, budget performance, and relationships with public officials, commission and other public entities. Assist in monitoring departmental Budget in excess of $6 million annually

Primary Duties/Responsibilities:

·  Assist with the development and monitoring of overall business plan for the Conveyance including goals and budget.
·  Works with Conveyance Manager and supervisors in executing the business plan.
·  Assist with the operations of the Central Control System (CCS).
·  Assist with the preparation of various reports for the Conveyance/Fleet Department.
·  Provides design reviews of intercepting sewers, connections to intercepting sewers, and watercourse improvements, pump stations, diversion chambers, and inline system.
·  Assist with the implementation of quality improvements in the operations of the assets.
·  Work with Trade and Field Managers to execute preventive, predictive, and corrective maintenance program for interceptor sewer facilities and equipment, and for the maintenance of complex safety equipment.
·  Assist with the continuous operation of all sewer system facilities, which include emergency repairs 24 hours/day. Must be able to respond to emergency calls as needed and work extended hours to accommodate site needs.
·  Assist with monitoring weather forecasts as well as current precipitation events; help maintain communication with system and plant operators during these events to monitor operation of the Deep Tunnel and the interceptor sewer system, as directed by the Conveyance System Manager.
·  Assist with staff work assignments and acts immediately to prevent equipment failure or negative impact in emergency situations.
·  Help administer management policies and directives, trains and evaluates subordinate staff including administering discipline as directed by the Conveyance System Manager.
·  Help support Veolia’s commitment to safety and the environment by complying with the programs regarding health, safety and protection of the environment. The incumbent demonstrates safe work practices, takes part in safety meetings as required, and advises the supervisor of any non-conforming conditions.

Work Environment:

·  This work environment for this position is regularly in an office environment with periodic work in the field setting.
·  The employee may be exposed to outside weather conditions.
·  The noise level in the work environment is usually moderate.

Qualifications

Education/Experience/Background:

·  Bachelor's degree in environmental, civil, or mechanical engineering.
·  Master's degree preferred.
·  Experienced in wastewater collection and conveyance system, engineering and O&M experience in inline storage system (deep tunnel) highly desirable.
·  Experience in managing teams or projects involving municipal wastewater collection infrastructure (sewers, flow diversion structures, pump stations).
·  Experience in Engineering planning/design of wastewater collection system (hydraulic analysis) and construction.
·  A minimum of five (5) years of progressive experience in the operations and maintenance (O&M) of wastewater collection system, pumping and interceptor systems.
·  A minimum of 2 years prior management or supervisory experience.

Knowledge/Skills/Abilities:

·  General O&M knowledge and/or experience of large diameter interceptor sewer system and Inline Storage System (ISS) preferred.
·  A basic understanding of wastewater collection and conveyance system, and wastewater treatment facility operations and maintenance, planning, design, and construction.
·  Practical knowledge in Troubleshooting and maintaining sewer (hydraulic) systems, including pumps, valves, etc. a plus.
·  Strong communication skills to explain technical concepts to non-technical stakeholders.
·  Strong written and verbal communication skills.
·  High degree of interpersonal and problem-solving skills with a demonstrated ability to resolve conflict.
·  Ability to read, interpret, and work with blueprints, record drawings, plans, and specifications.

Required Certification/Licenses/Training:

 

·  Professional Engineer (PE) license is preferred, or EIT certification with ability to obtain PE within a year is desirable.
·  Valid Wisconsin Driver's license and a good driving record at time of application and throughout employment.
