Role Purpose
 
·         The role is within Chief of Staff team in Fixed Income IT within the HTS (Technology Shared Services Organisation) Global Banking and Markets. The role is primarily responsible for implementation a Risk and Control framework in Fixed Income IT to support the management and team in the following domains:
·         Engagement with the Group’s Operational Risk Framework and various risk & control function (Audit, ISR, BRCM, ORIC etc)
·         Risk Controls Assessment and Tracking
·         Audit issues review & Management
·         IT Operational Risk (Education & Awareness)
·         Dispensation  & Risk Acceptance Process Management
·         Monitoring of IT Operational Losses
 
Key Accountabilities
 
Risk Control Framework Implementation

The responsibilities of this position are full accountability for the planning, management and execution of all tasks that are required to successfully implement a robust Risk and Control framework across Fixed Income IT including:
 
Management Information / Relationship Management

Timely and appropriate communication of risk and control information to Fixed Income Management to support management decision making whilst monitoring risk exposure. This includes but not limited to:
Audit Issues Review & Management
Management Self-Identified Issue  (MSII - Education & Awareness)
Dispensation  & Risk Acceptance Process Management
Monitoring of IT Operational Losses
 
 Customers / Stakeholders
 

To build strong relationship with key stakeholders such as but not limited to Fixed Income IT Management, their directs, Asset Class risk champions, and various management representatives from; internal / external audit, BRCM, Global Business and Functional ORICs, other Global Business and Functional BRCMs, Information Security , Business Continuity
 
Operational Effectiveness & Control
 

To share best practices and enhance the Group’s Operational Risk and Management Framework within the regions / global business, enhance the control framework and reduce findings noted in Group Audits, Internal Control reviews, etc.
 
Major Challenges
 

Driving a positive risk and control culture across Fixed Income IT using one agreed methodology.
Developing and nurturing partnerships with key stakeholders Fixed Income IT management, their directs and relevant teams that reside in the Fixed Income IT to contribute to and leverage best practices.
In reaching solutions to problems, balancing risk and local needs whilst ensuring that Group Policy and / or regulatory requirements are maintained.
 
Role Context

Strong risk management and internal control are core elements of the Group’s strategy and all staff are responsible for managing and mitigating operational risks in their core operations. This responsibility is particularly critical in the context of our obligations under the Deferred Prosecution Agreement .The Group has adopted a risk management and internal control structure, referred to as the Three Lines of Defence, to ensure it achieves its commercial aims while meeting regulatory and legal requirements and its responsibilities to shareholders, customers and staff.
All staff must familiarise themselves and adhere at all times with the roles and supporting responsibilities they play in the Three Lines of Defence.
 
Management of Risk
 

The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.
The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.
Also by addressing any areas of concern in conjunction with entity management and/or the appropriate department
 
Observation of Internal Controls
 

The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
 

Desired profile

Knowledge & Experience / Qualifications
 

A hands-on approach to making things happen, identifying and addressing issues and risks in the project delivery
Good Business and Technology Knowledge – borne out of experience in a capital markets environment.
Experience with both in-house developments and third-party products.
Exposure to global initiatives/projects/programmes.
A background that includes expertise in Information Security, Technology Risk & Control
A background in system development lifecycle methodology techniques and documentation.
Ability to communicate effectively with peers and senior stakeholders in both business and technology / functional departments
Knowledge of HSBC’s Operational Risk Framework, previous experience using ORION
Delivery-focused - to produce pragmatic approaches to solution delivery.
Excellent analysis and problem solving skills.
Impeccable written and verbal communication skills, with strong interpersonal skills.
Ability to work with minimal supervision and to contribute to a larger team.
Willingness to own work and problems and see through to completion and to use own initiative to resolve issues. Robust character able to deal with a diverse range of people.
Self-motivation and a proven rapid learning capability in a changing environment are essential.
