Role Purpose
Based in London, the Regional Head of Operations is responsible for managing the internal operations of the Communications function within the EMEA region. Reporting to the Chief Operating Officer for Communications, the role provides operational support and advice to the Regional Head of Communications for EMEA and other stakeholders within the region.The role holder’s responsibilities fall into the following areas:
financial planning and budget management for the regional Communications spend
implementation of the Communications risk and governance framework and associated reporting
managing all central administration for the function in EMEA
people strategy and performance management
Key Accountabilities
Impact on the Business
Oversee all functional administration for the EMEA region.
Implement and maintain governance framework for the region.
Co-ordinate and manage the EMEA Communications operating plan and budgets.
Implement effective processes that provide the function with quick access to financial information and enable strategic budgeting.
Oversight of vendor relationships in the region, including cost, management and governance.
Implement information risk governance within EMEA region, under guidance of the Global Communications Business Information Risk Officer (BIRO).
Implement the regional people strategy.
Customers / Stakeholders
Develop and maintain effective relationships with key stakeholders: Audit, Compliance, Risk and Finance functions within the EMEA region.
Provide counsel and steer to the Regional Head of Communications, EMEA and other Heads within the region.
Leverage global Communications strategy in objective setting, goals and measures in the region.
Work closely with HR business partner in EMEA to manage arising people issues.
Manage recruitment, talent management, succession planning and pay review for the region.
Co-ordination of new operational initiatives across the region.
Leadership & Teamwork
Co-ordinate regional performance management cycle for Communications.
Manage EMEA people data for Communications.
Represent Communications at internal forums and committees within the region.
Provide steer and counsel on areas of subject matter expertise to regional communications management team.
Collaborate effectively with the other members of the Communications COO.
Operational Effectiveness & Control
Prepare operational returns on behalf of the Regional Head of Communications.
Manage internal documentation including financial records, structure charts and business continuity plans. Ensure compliance with records retention requirements.
Implement new processes and approaches to achieve consistent governance to meet the highest global standards.
Develop and maintain a regional risk and control assessment. Implement an internal control monitoring plan capable of withstanding audit scrutiny.
Lead the regional implementation of media relations governance initiatives (if applicable).
Major Challenges
Alignment of all communications professionals across the EMEA region to the Global Communications strategy, ensuring the region operates in a consistent and coherent manner.
With continued pressure on costs, the role holder needs to manage regional cost targets whilst funding core initiatives. This requires a highly numerate and articulate individual who can engage with and influence stakeholders to meet defined goals. Prioritisation is key.
Applying the highest standards of governance requires an understanding of the key regulatory regimes within the region.
Pace of change is rapid and the role holder must be proactive in defining requirements and adapting plans.
Strong judgement and effective communications and influencing skills are essential.
Astute and confident judgement of people risk issues is an important requirement; the role holder needs to be able to give guidance and steer in a sensitive and often ambiguous space.
Support teams within the region who need additional help to attain the highest operational standards.
Ensure the regional leadership team is fully engaged with the region’s governance framework and leads the region through example and best practice.
Role Context
The role reports into the Chief Operating Officer, Global Communications, with the Regional Head of Communications, EMEA as the role holder’s principal stakeholder.
The role holder will take direction from the Global Function Chief Operating Officer in London to implement global Communications policies and the global governance framework within the region.
The role holder will support the Regional Head of Communications in EMEA in the implementation of the global framework and the management of the daily operations of the Communications function.
It is important the role holder is comfortable working for a large international organisation, with stakeholder contact being required at country, regional and global levels. The day-to-day delivery of the role will require the role holder to establish and maintain strong relationships both inside and outside the Communication function.
The ability to operate independently when needed is required, at times under pressure.
Communications is an environment where flexibility is essential to meet the changing requirements made on the function.
Management & Leadership of Regulatory, Compliance & Operational Risk (Operational Risk / FIM requirements)
The jobholder will also continually reassess the operational risks associated with the role and business area, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology. This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring and addressing any areas of concern with the appropriate persons and/or department.
Observation of Internal Controls
The jobholder will also adhere to, and be able to demonstrate adherence to, internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity.
Also, and when applicable, this will be achieved by ensuring adequate resources are in place to deliver to compliance requirements, ensuring training is provided and by fostering a compliance culture.
Role Dimensions
The role requires financial management of a regional Communications team with a budget of USD 20m and 90 headcount.
No direct reports, but expected to exercise leadership and guidance across the global Communications function.
