Job description
Financial Crime Threat Mitigation (FCTM) focuses on the specific financial crime threats the firm faces now and in the future, pioneering the techniques and technology that protect our business, our customers, and the many communities in which we operate from the harms associated with financial crime. FCTM harnesses intelligence, analytics, technology, investigation, information sharing, and public-private partnership to achieve this end, always seeking the most effective and efficient means.
The jobholder is positioned in one of FCTM's five global functions aimed at mitigating the harms associated with financial crime: Investigation. In this role as the Investigator, Major Cases, the jobholder:
· Operates within the firm's Major Cases investigative programs across regions and countries related to fraud, anti-money laundering, countering the financing of terrorism, sanctions, anti-bribery and corruption.
· Undertakes professional, timely, globally consistent investigations for Major (and Complex, where approved by the Regional Head of Major Cases) Cases.
· Communicates regularly with the business to ensure that financial crime risk is mitigated as effectively as possible.
· Identifies and escalates the most significant and sensitive investigations to the Regional Head of Major Cases to ensure appropriate prioritization, resourcing, and investigative strategy.
· Triggers customers into the Client Selection and Exit Management Process (CSEM) as soon as the financial crime risk materialises
· Provides timely management information, demonstrating efficiency and qualitative metrics.
· Refers investigative findings and recommendations to other parts of the firm for follow-on action to aid risk mitigation.
· Will write reports on investigations that clearly articulate the financial crime(s) and identifies possible root causes and, where necessary, recommending triggers into CSEM or makes other recommendations for action to assist the business to remediate the risk
· Personally provides the subject matter expertise necessary to ensure investigative product is of the highest standard; ensuring that investigators are competent in all financial crime typologies.
Impact on the Business
· Works with Major Cases specialists across the regions and countries to identify and investigate financial crime threats
· Maximize efficiency and productivity by applying global investigation standards
· Support line management with strategies and initiatives in support of FCR objectives and the effective execution of Major Case investigations within FCTM.
· Support execution of global investigative procedures or approved country variations which are designed to ensure the operational effectiveness of the investigative capability
· Share information appropriately to enable effective investigation and risk management and immediately escalate where local law or regulation may prevent this.
· Ensure investigation findings are effectively communicated and tracked to other parts of the organisation to enable them to follow-up on mitigation action
· Escalate significant financial crime threats and management issues to line management so that appropriate action can be undertaken in response.
· Provide production and issue Management Information to line manager
· Proactively identify key emerging financial crime threats and escalate to line manager
· Maintain high level of subject matter expertise

· Helps foster good internal and external relationships with all stakeholders while maintaining effective role as investigator
· Share information to continuously adapt and improve our financial crime controls and support the business in their first line responsibilities.

· Assists with communication of the Threat Mitigation strategy to meet business needs
· Provides support to the FCTM sub-function
· Influences through action; own and optimize FCTM decisions to grow sustainable risk-adjusted profits
· Assist with input to, and implements the People Strategy to support and develop team members.

· Contributes to communication across regional FCR and business to all key stakeholders in relation to investigation matters.
Operational Effectiveness & Control
· Contribute to the framework, policies, procedures and controls for the effective identification and mitigation of the specific financial crime threats the firm faces.
· Adhere to the FCTM-related elements of the Financial Crime Risk FIMs.
· Monitor and assess the resourcing, costs and spend of the function
Major Challenges
· Global and Regional FCR is going through a period of rapid and deep change, both internally and externally. Internally, we are restructuring the Group's footprint, ensuring that these businesses are run consistently and globally. Working within a large FCR sub-function in such an environment is challenging by itself. However, there are additional challenges from internal restructuring of our business, major cost reviews and implementation of efficiency programmes. The immense amount of change internally and externally calls for the job holder to be alert and adaptable to:
· Developing requirements, whilst also delivering challenging targets
· Managing the demands of multiple diverse aspects of the role
· Maintaining subject matter expertise in all FCRs
Role Context
· The jobholder is required to effectively investigate all financial crime risk-related cases consistent with global policies and guidance. This can involve dealing with high volumes of cases as well as some major issues for which there is no immediately clear-cut solution, whilst still being able to provide sound judgment and clear direction. Where issues of significant consequence are involved, reference is made to line management for guidance.
Management of Risk
· The jobholder will continually reassess the operational risks associated with the role and inherent in the business taking account of changing financial crime threats, geopolitical, economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring and the impact of new technology. Monitor in accordance with the Principal Accountabilities set out above.
· The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.
Observation of Internal Controls
· Maintain HSBC internal controls standards, including timely implementation of internal and external audit points together with any issues raised by external regulators
· Jobholder is an ‘insider' for dealing purposes and subject to strict controls and confidentiality
Desired profile
Qualifications :
· Minimum of three years proven investigations or law enforcement experience or equivalent.
· Minimum of an associates degree in criminal justice, business, or technology field (Bachelor's preferred) or equivalent experience.
· Professional training in investigations.
· Strong interpersonal, communications, analytical and presentation skills.
· Current knowledge of fraud and security scams, criminal laws and the investigative process as well as
· Ability to prioritize investigations on a daily basis and effectively manage a large number of on-going investigations.
· Integrity, objectivity and discretion in conducting investigations.
