Role Purpose
The role holder will report to the Global Head of GRA FCC Name Screening
This role oversees junior analysts, performs analysis for major global projects and global productivity tool development projects within FCC /Name Screening. Maintains all Customer, connected party, Staff etc. data definitions for all data used from source system to Name screening Sanctions and Compliance monitoring tools. Completes data integrity and testing of new systems, and reviews existing automated Name screening monitoring systems and Sanctions Data programs with an aim to recommend enhancements.
The positions primary responsibility is oversight of a team of analysts assisting in the build out of a sustainable risked based Financial Crime Compliance Name screening control framework, which ensures appropriate global standard methodologies, policies, standards, processes with focus on Data quality and model effectiveness
Ensure that global projects are able to address the new audit, legal, and regulatory requirements.
Meet regularly with key Business; FCC; GCD, HTS and GRA Global & Regional partners to ensure expectations are met, obstacles are addressed, and relationships are proactively managed.
Accountable for providing support to the GRA Name Screening System Analytics teams by driving or supporting administrative and business analytical assignments, by ensuring that his/her decisions are executed, by providing balanced feedback on organizational issues and by providing advice and counsel as appropriate.
Accountable for assisting the Head of GRA FCC Sanctions make complex global Sanctions, PEP and other name screening strategy decisions and creating an environment for the development and sustainability of an effective Sanctions risk and control frame work.
Adherence to Group and regulatory standards, the appropriate deployment of resources, the attainment of agreed operating plan objectives and the day-to-day management of business requirements. The role will contribute to the strategic and financial objectives of the group as well as provide accurate and timely information on exposures to manage them within risk appetite.
Adherence to change control model for the effective and efficient delivery functions at a global, regional and local level
Provision of subject matter expertise in the design and development of compliance business analytics to optimise system controls across a global remit including but not limited to:
Name screening Monitoring standards for all Sanctions, PEP, Staff and other name screening.

Key Accountabilities
Impact on the Business
Lead assigned business analysis initiatives for Group GRA globally across all business lines
- RBWM, CMB, GBM and GPB for the full range of project management responsibilities and outreach and liaison activities;
Ensure appropriate oversight and governance of initiatives, benefits tracking and realization
Manage interaction with other initiatives, impact on customers, resources and operating processes
Ensure due observance of HSBC Internal Control Standards and Group Compliance Policy, including the timely implementation of recommendations made by internal / external auditors and external regulators
Coordinate with other functions of GRA namely , Global Analytics (offshore) COE and Regulatory Compliance to develop, implement and administer appropriate standardised compliance objectives
Promote a culture of data driven decision making, aligning short term decisions and investments with longer term vision and objectives
Partner with other control functions, including Audit and Risk Management, to ensure the effective operation of the program;
Deliver the GRA requirements for all Sanctions and other name screening Compliance risk appetite models
Effectively understand and manage Sponsor and Stakeholder expectations, implementing change while minimising conflicts
Leverage expertise across the Group to bring in best practices, while collaborating with local teams to ensure adapting those to local markets
Build positive momentum for change across the organisation with the active support and buy-in of all stakeholders
Assign tasks and roles effectively to ensure maximum productive utilisation of resources
Customers / Stakeholders
Report to Global Head of Screening systems to ensure model validation in compliance with expectation from end to end.
Use expertise and experience to drive the direction of functional/geographic partners in the business analysis work associated with Name screening systems
Form a meaningful working relationship with FCC Operations; Regional GRA Teams and Sanctions/AML FCC senior stakeholders and senior business partners
Ensure that the Head of GRA and the Heads of Sanctions and AML are appropriately advised of material screening issues
Effectively understand and manage Sponsor and Stakeholder expectations, implementing change while minimising conflicts
Leadership & Teamwork
Support the Head of GRA Sanctions by provision of subject matter expertise in delivering key Sanctions and PEP Name Screening objectives
Lead business analysis for FCC screening Systems, Technology and Data Integrity projects throughout model validation, and day to day screening system analytics support, include authoring data requirements, reviewing key technical documentation and documenting data usage for all technology projects
Monitor, support and communicate progress or findings arising from Sanctions and AML GRA name screening oversight as directed by the Heads of Sanctions and AML
Work effectively with functional reports, Head of Group FCC & Group MLRO; Regional GRA Heads and other FCC heads to ensure consistency across the FCC function.
Coordinate between FCC Compliance, Regulatory Compliance, Global Change Delivery, Technology, Internal Audit, and Legal, and others as appropriate
Foster positive and professional working relationships within FCC, Global and Regional GRA and other senior managers throughout the Group.
Be accountable for monitoring and assisting the delivery of the FCC sanctions Global Name screening strategy

Operational Effectiveness & Control
Assist in the design, testing of data related to the implementation of new and existing name screening systems and environments
Communicate effectively to different audiences, including both business and technical parties
Develop and maintain a current knowledge of the main regulatory body Sanctions programmes and PEP screening initiatives, and industry best practices. Develop general awareness of sanctions and AML regulatory changes affecting system development projects and assist Sanctions and AML compliance officers and project teams in remaining compliant
Drive GRA efforts to deliver strategic Name Screening objectives while also ensuring BAU control changes and analytics are delivered within the overall governance framework
Responsible for leading the analysis, design and development of innovative and best practice Name Screening Solutions to deliver business objectives and optimal system performance as a global standard
Simplify processes to clearly allocate responsibility, discover the relevant fact base and process for sound decision making regarding Sanctions, CTRP and PEP screening .
Monitor and assess performance and the level of resourcing, costs and spend of the Sanctions GRA team.
Ensure all GSM, FIMs, BIMs and dispensations, etc. are updated for changes in Regulation and impacts on business.
Maintain awareness of operational risk within assigned portfolio and minimise the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting.
Maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators
Major Challenges
To Support Global Standards Change delivery with strategic project delivery, to meet the expectations of the regulator, FCC management and manage BAU the business leads in a fast changing and challenging environment.
To balance and prioritise demands from several FCC areas in regards to Customer screening, providing supporting rationale
Clearly articulating business and regulatory implications of analysis and findings to both FCC colleagues and GRA Management, providing on-going monitoring and analysis of complex systems and large volumes of data, with an aim to recommend improvements to data quality and screening effectiveness
Supporting recommendations and decisions with clear presentations and rationale based on relevant analytics and sound analysis.
Working with global, regional and business line cross functional SCA teams.
Translating complex technical issues and solutions into language and documentation suitable for Lines of Business and FCC, and vice versa
Role Context
The position provides the key interface between Group GRA Analytics, group system owners, Sanctions and other Compliance peers and management.
The position is responsible for ensuring compliance coverage of Name screening systems.
The role will be given minimum supervisory guidance.

The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
Desired profile
Knowledge & Experience / Qualifications
Minimum of six years proven and progressive experience in financial services data analysis and/or application development; Sanctions and Name screening specific experience preferred
Minimum of a Bachelor's (MSc preferred) degree in a numerate or computer science, MIS, engineering or related field or equivalent experience.
Strong analytical and lateral thinking skills required to organize and analyse multiple, complex data sets as well as strong interpersonal, organizational, communication and creative thinking skills, to be able to present the right level of detail and ability to draw and support conclusions from data trends
Strong database skills, including working with advanced data sets, pivot tables, advanced database, data mining and statistical functions and methods. Strong technical skills with experience using SAS, Oracle, MS SQL Server, MS Access and MS Excel (advanced functions)
System efficiency and model review experience preferred
General understanding of sanctions programmes, sanction consequences and PEPs monitoring systems, data mining/analytical tools, and KYC automated solutions is helpful
Strong communication (both verbal and written) and presentation skills with a proven ability to develop and effectively communicate complex concepts and ideas in business terms to peers and management
Sound judgment and problem solving skills, including logical root cause analysis and innovative approach
