Role Purpose
· The role holder is the Global Head of the Wholesale Banking & Markets Fraud Risk team who act in their capacity as Risk Steward within the Second Line of Defence (2LOD).
· Risk Stewards are specialists in an operational risk area and provide interpretation and application of taxonomy, policy, risk appetite, FIM and local assessment of the adequacy of risk management activities in the First Line of Defence (1LOD) for this operational risk area.
· This is delivered through subject matter expert advice and guidance to the CMB, GBM, product groups and related Functions on the management of the most material fraud risks in wholesale banking fraud, especially, lending and trade finance, Securities Services, Inappropriate Trading, Payment Fraud and Counterparty Fraud.
· The role holder provides strategic vision for the Global Wholesale Banking and Markets Fraud Risk Team and acts as a point of escalation for regional/in country Commercial Banking and Global Banking and Markets Fraud Risk Teams.
· This role supports the Global Head of Fraud Risk in all aspects of fraud mitigation in Wholesale Banking and Markets fraud.

Key Accountabilities

Impact on Business

· Develop and maintain fraud policies relating to GB, CMB, Markets, GTRF, HSS and GLCM Business activity, providing guidance on application where necessary.
· Acting as designated Risk Steward for Wholesale Banking and Markets Fraud Risk, provide 2LOD interpretation, challenge and review for CMB and GB&M Fraud Risk for all aspects of the Operational Risk Management Framework.
· Provide oversight and challenge on fraud monitoring tools used within GB&M (e.g. TradeNet)
· Provide subject matter expertise and investigation support to senior CMB, GB&M and FCTM stakeholders.


Customers / Stakeholders

· Develop and arrange delivery of high quality training to RMs and other relevant stakeholders on fraud risk and mitigation strategies.
· Devise appropriate communication strategy for fraud identification and mitigation for internal stakeholders and external stakeholders.
· Represent Fraud Risk at Global CMB and GB&M Committees and through regular engagement with senior CMB and GB&M management and functional stakeholders ensuring Risk Owners and Control Owners have a rounded understanding of their most material fraud risks.
· Act as the Fraud Risk contact point for 3rd parties including vendors and industry bodies.
· Provide subject matter expertise to guide CMB and GB&M Business on fraud risk associated with their processes, products and services.


Leadership & Teamwork

· Work with Senior GB&M and CMB stakeholders to lead fraud mitigation strategies, processes and deployments including the wider use of analytics and systems to detect fraud.
· Act as the Subject Matter Expert point of contact for senior GB&M, CMB, GTRF, HSS and GLCM leadership. Provide strategic leadership for regional GB&M and CMB Fraud Risk teams, acting as a point of escalation where required.
· Proactively engage with Risk Owners, Control Owners and other relevant Risk Stewards, including Operational Risk.
· Engage and advise regional CMB and GB&M Fraud Risk management teams to support embedding of Fraud Risk oversight and strategy initiatives.
· Co-ordinating the sharing of regional best practices and awareness of material internal risk events.

Operational Effectiveness & Control

· Provide SME guidance and assist with setting of Operational Risk Objectives, Risk Appetite, and aligned Key Indicators & metrics.
· Contribute to, review and constructively challenge RCAs.
· Provide oversight of fraud detection controls and governance.
· Advise and challenge Risk Owners, Control Owners and BRCMs on the identification and impact assessment of material fraud risk events.
· Contribute to, review and constructively challenge Scenario Analysis.

Major Challenges
· Influencing and networking to affect change in CMB and GB&M's global matrix structure.
· Maintaining a contemporary and deep understating of evolving credit risk, relationship management and industry influences.
· Providing leadership and organisational skills across global network.

Role Context
· The role will be in FCTM but closely linked to other areas, notably the BRCM teams, Operational Risk, wholesale credit risk and the loan management area.
· The job holder will be required to work closely with managers across all stakeholder Groups (CMB, GTRF, GCLM, HSS, Markets, GB, Risk and HOST functions)

Management of Risk
· Acts as the Risk Steward for GB&M and CMB Fraud Risk and takes account of all aspects of operation risk when performing their activities.

Observation of Internal Controls

· Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
· Understands, follows and demonstrates compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business in which the jobholder is involved, specifically Internal Controls and any Compliance policy including, inter alia, the Group Compliance policy.

Qualifications :

Knowledge & Experience / Qualifications

·  The job holder is required to have experience in working as a relationship manager and /or wholesale risk.
·  Experience in the trade business / product roles and/or experience in another Global role / matrix environment is also an asset.
·  A background or deep understanding of operational risk in relation to wholesale banking and markets is highly diserable.
·  Prior experience and/or exposure to GBM sales & trading as Operational Risk/Controls Office representative or COO desirable, but not essential.
·  Knowledge of front-to-back trade lifecycle is desirable.
·  Ability to prioritize conflicting demands and problem solve in a dynamic environment
·  Ability to influence effectively at all levels of an organization
·  Ability to articulate complex and sensitive information and situations in meaningful and easily understood terms
·  Confidence and resilience in dealing with senior stakeholders to influence change without direct responsibility for resources or budget.
·  Track record of leading a team that delivers results aligned to long term business goals
·  Excellent ability to manage people and processes which communicate and articulate a strategy
·  Self-starter that can motivate and be productive in an unstructured and dynamic working environment.
·  Has confidence and resilience in dealing with driven stakeholders.
