Role Title: FCC Fraud Global Digital Risk Steward

Role Purpose
· The role holder is the Fraud Risk Steward responsible for providing independent review and challenge the activities of the 1LOD to have met the minimum standards of risk management and risk reporting.
· Advise and challenge the 1LOD on all aspects of material Digital internal and external Fraud Risk events.
· Responsible for advising and guiding in setting risk appetite; providing policy guidance, definition and interpretation assistance; and preforming oversight activities, as well as consulting on dispensation requests from country / region.
· The role is to manage, raise awareness, and assist in implementation of Fraud Control Policy and Strategy in order to highlight Digital fraud risk weaknesses and mitigate fraud losses to the Lines of Business.

Key Accountabilities

Impact on Business

· Provide advice on policy and ensure Global business are in line with Fraud policies
· Provide guidance Operational Risk and Control Taxonomy for the risk area
· Review Fraud policy deviations and dispensations
· Issues and actions management
· Guide and challenge the 1st line business to set risk appetite (cascaded by group) and ensure action plans are in place for risk outside of risk appetite tolerance
· Monitor Risk Appetite Statement
· Represent Fraud Risk teams in business initiatives and projects within the country
· To ensure fraud activity is investigated and promotes appropriate action within the Bank


Customers / Stakeholders

· Act as the Fraud Risk Steward providing advice to the Global business and functions
· Develop and deliver high quality training to relevant internal stakeholders on fraud.
· Establish and maintain strong working relationships with the lines of business and functions
· Fraud Risk Steward completing Risk reporting; including risk map and top and emerging risks
· Track outcome of FCTM Investigation cases


Leadership & Teamwork

· Provide advice, review and challenge throughout the RCA process
· Ensure ongoing knowledge and skill transfer to other members of the team
· Evaluate fraud incidents with a view to collate data and trends - providing insightful analysis and commentary to mitigate emerging risks
· Perform root cause analysis of incidents and advise Risk Owners, Control Owners and BRCMs

Operational Effectiveness & Control

· Advise and challenge Risk Owners, Control Owners and CCO on the identification and impact assessment of material fraud events
· Support event management processes, and execution of trigger event management
· Perform fraud control reviews and recommend / implement preventative, risk mitigating change measures across region / country
· Take part in scenario analysis & analyse management information

Major Challenges
· Maintaining a contemporary and deep understanding of evolving fraud threat landscape and it's materiality to HSBC and the control environment.
· Ensure excellent Fraud Risk Stewardship is evidenced with oversight and challenge of FCTM and Lines of Business.
· Strong skills to handle multiple and critical tasks, running in parallel.
· Proactive approach to nature of role and evolving fraud threats, making recommendations and escalating issues in a timely manner.

Role Context
· Plays an integral interface with existing Fraud Risk Domains i.e. Investigation teams, Prevention teams and Fraud Monitoring.
· Needs to spend considerable time keeping abreast of new threats and mitigations, engaging with Regional Fraud Risk team, and then influencing businesses to take appropriate action.
· Fraud teams work closely and interdependently, managing the processes and initiatives in connection with the reporting, prevention, detection, analysis and investigation of fraud.
· Requires dealing with fraud threats accurately and promptly.
· To have good knowledge of products and processes and a thorough understanding of business needs and operational constraints is also required in order to balance fraud prevention with customer service.
· To keep abreast of recent and ever changing fraud trends and ensuring steps are taken to address fraud risk.

Role Dimensions
· The roleholder has functional responsibility for the Fraud Risk regional budget within FCC.

Management of Risk
· Acts as the Risk Steward for all HSBC Fraud Risks.
· Pro-actively identifies risk matters and mitigates the impact to avoid sanctions by the various Regulators.
· The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.
· The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

Observation of Internal Controls

· Maintains a management overview of HSBC internal control standards, including timely implementation of internal and external audit points that relate to Fraud Risk Stewardship.
· Ensure 1LoD Fraud teams (as well as LOB), follow and demonstrate compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business, specifically Internal Controls and any Compliance policy including, inter alia, the Group Compliance policy.

Qualifications :

Knowledge & Experience / Qualifications

·  Strong banking experience required with strong analytical skills. Thorough knowledge of banking systems and controls. Knowledge and awareness of current Digital fraud trends, specifically in all areas of first, second and third party frauds.
·  Strong risk management skills and the ability to identify risk.
·  Good understanding of Digital industry fraud prevention and investigation.
·  Leadership skills for a constantly changing fraud environment and competing priorities.
·  Excellent people-management, verbal communication and inter-personal skills
·  Excellent oral and written communications skills
·  Creativity and willingness to take the initiative
·  An enquiring mind with a good eye for detail
·  A team player.

Under the Company's internal 'Back to Front'/'Front to Back' transfer policy this role may be classed as High Risk. As a result, internal candidates may require enhanced approvals and vetting checks if they are currently employed in a Front Office department, or if they have worked in a Front Office department within the last 5 years (please refer to the HR FIM definition for further guidance).
