What You Will Be Doing

The Lead Procurement Specialist will be responsible for leading the Procurement activities for our Services business in the SEA region.  He/she will be responsible for aligning with Commercial, Operations and Procurement functions to identify, prioritise and deliver on productivity, fulfilment & strategic initiatives in the region.

Key Functions & Responsibilities

· 
Provide operational support and cost reduction for the operation and the maintenance of the water treatment plants.

· 
Drive productivity initiatives, manage the sourcing requirements for the renewal of Service contracts from the bid to the execution phase, 

· 
Ensure the “best supplier Total Cost of Ownership” to meet current and future business requirements.

· 
Develop key strategic Supplier relationships and negotiation strategies to achieve best long-term value for the business.

· 
Be responsible for delivering key procurement metrics including cost-out, supply risk management, Days to Pay, Best Cost Country sourcing, and consolidation of the supplier base.

Especially for the Services activity:

· 
Coordinate the RFQs, obtain offers, clarify, negotiate with suppliers for chemicals, equipment, operation & maintenance services, lab supplies and analysis, etc.

· 
Ensure Services PO alignment with rate contract (Global/Regional) /Service level agreements (SLA’s) as applicable. 

· 
Guide Buyer to issue Purchase Orders based on verified specifications & material codes, prices, terms and conditions.

· 
Closely work with Field service representative’s [FSR’s] and Site account Manager’s to ensure availability of Consumables/Chemicals for smooth operation and maintenance of the sites.

· 
Coordinate with internal stakeholders and suppliers for on time delivery, participate in issue resolution with suppliers as needed, and support effective recovery plans. 

· 
Manage proper communication and effective coordination with the Operations teams.

· 
Support Bidding (ITO) team for Cost out opportunities as and when required.

· 
Coordinate with Indirect team, HR for consolidation of overall spend for the Services business. 

· 
Considering criticality of the business TAT (Turn around Time) to be driven internally and externally to meet plant uptime requirements.

· 
Drive key metrics around PO cycle time, on-time delivery, invoice tracking and on-time payments.

· 
Support payments to suppliers and work closely with Accounts Payable on resolutions.

· 
Adapt usage of digital tools and data analytics in accordance with Procurement’s global digital strategy.

· 
Ensure compliance to Procurement processes and practices.

Good knowledge of Source-to-Pay processes.

Qualifications

· 
Preferred Diploma/Degree in Engineering from an accredited University or College.

· 
At least 10 years’ experience in Procurement, specifically in Projects, Services and Operations, with minimum three (3) years’ experience in SAP.

· 
Proven experience in Procurement in the SEA region

· 
Language skills: strong written and spoken proficiency in English.
