The Authorised Officer will work as part of the Central Functions team within Compliance and Operational Risk Control (C&ORC). The candidate will report to the Strategic Change Initiatives Lead and will initially focus on helping to transition the Client Price Setting programme to 'run-the-bank' (through H1 2016) – after which the candidate will work within the wider Strategic Change Initiatives team - covering the C&ORC 'strategic portfolio', including Enquiries & Incidents Handling, Monitoring & Oversight, Pre-approvals, Conduct Risk and residual GSORI-16 remediation.

Compliance and Operational Risk Control (C&ORC) is an independent function providing oversight of the Compliance, Conduct and Operational Risks (so called 'consequential' risks) within the firm. This responsibility includes implementation of Client Price Setting programmes across the investment bank, pro-actively identifying and analysing risk and providing constructive challenge to achieve an appropriate balance between risk and return.

Description of team

The Client Price Setting (CPS) Program consists of three sub-streams: i) Benchmark Submissions; ii) Residual Client Price Setting and iii) Index Administration. The C&ORC Strategic Change role will involve oversight over all strategic change programmes within C&ORC - including Enquiries & Incidents Handling, Monitoring & Oversight, Pre-approvals, Conduct Risk and GSORI-16. The team's accountability includes: Tracking and operational management of program scope, time and cost; Ensuring requirements have been identified; completion of all program management deliverables to the required level of quality within agreed timelines and cost. Management of program quality and risks ensuring effective controls and early identification of potential issues.

Responsibilities
• Provide PMO support to the Client Price Setting program and coordinate change work by working closely with Programme Managers and Subject Matter Experts from external consulting firms.
• Track key program metrics, issues, risks and changes; produce transparent reporting to Operating Committee (OC) meetings. Formally record actions and decisions from OC meetings.
• Maintain effective communication channels with stakeholders.
• Financial Controller – co-manage the programme invoicing process.
• Help transition from 'change-the-bank' to 'run-the-bank'.

Requirements
• Project management: prior experience of being a part of a global change project/programme where PMO governance is understood.
• Key Competencies: excellent analytical, written and verbal communication skills; ability to remain calm under pressure and cope with difficult and changing scenarios; fluent in the use of all MS office applications;
• Experience of working in-house in Compliance, Audit, Risk Control or Operational Risk functions preferred.
• Understanding of current EU Benchmark regulations and IOSCO Financial Benchmarks principles would be a benefit – but not essential.
