Job Description

Ensure Management/Supervisors stay in compliance with PSM Training
·  Develop, coordinate, monitor, and track PSM-related Operations activities to include Operator expectations, qualification, and refresher training
·  Coordination of unit-specific and site-wide training, as assigned,related to MOC’s, PSSR’s and regulatory HSEQ training
·  Coordination of training associated with Capital projects
·  Coordinate the work of Line of Promotion leaders (SME’s) to ensure training materials are accurate and current.
·  Documentation of the above to ensure PSM compliance
·  Coordinate the review and update of operator study guides annually for all positions within each line of promotion in assigned area. Ensure that changes in procedures, equipment, and operating limits are incorporated into study guides and operating manuals.
·  Coordinate the review and update of qualification tests annually. Ensure that changes in procedures, equipment, and operating limits are incorporated into qualification tests utilizing the MOC process.
·  Coordinate ISO 9001, 14001, and consent decree training within area
·  Perform annual review and update of Operating Manuals for units/complexes within assigned Area.
·  Generate MOC’s for area and the closure process of outstanding MOC’s
·  Coordinate the closure of Impact Safety items within area
·  Coordinate annual Critical Task Analyses and required Task Observations to meet ISRS requirements
·  Develop expertise within area and coordinate, develop, and conduct training within areas of expertise in relation to AOTC, projects (example: heater efficiency)
·  ECS Instructor/trainer for assigned area and serve as a mentor/trainer to the ECS candidates for their assigned areas when training or working in the units
·  Maintain the Training Matrix for each assigned area
·  Review JTA’s for each job and develop procedures
·  Coordinate/document Quarterly Training Sessions

Candidate profile

·  Prior Central Control or Lead Operator preferred, prior supervisory and /or training experience a plus
·  OR Bachelor Degree in Human Resources, Business, Education, or other related field with 3+ years of training experience, preferably in a refinery or petrochemical facility.
·  OR Associates Degree in Process Operations, Business or other related field with 7+ years of operations or training experience in a refinery or petrochemical facility.
·  Ability to write detailed technical procedures
·  Ability to utilize refinery knowledge to develop, review, and update operating procedures, training plans, qualification tests
·  Knowledge of refinery safety policies and procedures
·  Knowledge of environmental operating limits/ permits and reporting procedures
·  Excellent written communication and interpersonal skills
·  Extremeattention todetail
·  Proficient with Microsoft Office Products; specifically Word and  Excel

Context and environment

·  Identify, develop, and implement compliant and effective regulatory and non-regulatory training for all employees and meet stringent timelines while emphasizing safety. Strive to meet departmental and company goals. Balance the training project priorities by projecting future training needs and how resources can best be allocated. Provide technical expertise/support for requirements of Operating Manual revisions including interfacing with Process Superintendents, Supervisors and Operators. Assist and delegate work to the Training Staff Assistant, and hourly Technical Operator(LOP’s) who are stepped up for the Training Dept. Assist, Plan and Direct activities for hourly Operator Employee Candidate Schools (ECS). Develop and deliver reports to Managers, Superintendents, Supervisors and the workforce on project progress.
·  The Training Supervisor assigns work. Establish work priorities and duties with review and influence by the Training Supervisor. Job is a combination of routine and special projects. Special Projects with Process Supervisors and Superintendents etc. may be assigned. (e.g. ISO, DOT Pipeline regulation requirements).
·  Must follow policies and procedures established by Total Petrochemicals & Refining USA, Inc.  Must follow applicable regulations established by OSHA, EPA, PSM, DOT, etc. Meets weekly with Training Supervisor to discuss ongoing projects and receive feedback. Also meets periodically with HR Manager for a one-on-one discussions, as needed. Work with supervision, co-workers regularly to ensure quality of work. Deadlines are established with most of the projects depending on the level of importance.
