Manager – Project Procurement Manager, Junior

Location: Toronto

Project Procurement Manager Jr is a key role working with our Procurement department
• Structure and plan the equipment procurement in a manner that streamlines and secures the entire supply chain
• Identify and mitigate the risks with the proper anticipation
• Analyze inputs from S&C and Supply Chain and communicate efficiently the data and the information to the PMO

KEY ACCOUNTABILITIES:


During and right after the Bid Phase

• Prepare and maintain the Industrial Project Plan for the assigned Proposal (Low complexity Projects or extensions for existing Customers)
• Support Business Development in the identification of potential sources of supply and obtaining proposals for subcontracted goods and services for Proposals
• Identify Procurement risk related to the equipment and provide assessment and mitigation under Manager Supervision
• Optimization of the Purchasing Mix (cost, schedule) for the assigned Proposals
• Review Tender Documents to identify schedule and commercial risks that must be flowed down to subcontractors and ensure Request for Proposal prepared by Sourcing/Contracting are reflective of these requirements.
• Launch the Request for Proposal with Sourcing/Contracting in support of the proposal as defined in the Industrial Project Procurement plan

Design, Manufacturing Phase, Site Installation/Commissioning Phase

• Project execution through implementation of the Industrial Project Procurement plan: ensures convergence of risks, cost and lead times within the specified quality parameters and engage corrective action for any deviations on the assign Project under Manager Supervision
• Manage the process leading to timely authorization to purchase or to manufacture Project equipment including spares
• Follow-up with Engineering to ensure the timely release of hardware designs to enable Purchasing to obtain the required materials by the scheduled due date.
• Coordinate the activities associated with the timely execution of the make or buy decision within the Procurement Domain for Project deliverables and act as the interface between Industrialization and Project Management
• Participate in the change management process to ensure all design changes released by Engineering are processed by Purchasing in a timely fashion and that the impacts of such changes are duly recorded in the Industrial Project Plan.
• Ensure on time delivery for Project deliverables

Technical

• Stays fully abreast of industry standards in its discipline

Communication

• Maintain and demonstrate superior interpersonal written and oral skills in daily relations, negotiations, and reporting
• Maintain complete and effective lines of communication with staff and PMO
• Report on a regular and periodic basis achievements, issues and goals
• Attend and participate in such meetings as may be required Financial
• Monitor performance of projects material costs, and report deviations to the project.

Key Skills & Abilities

· Engineering degree, or equivalent would be desirable
· Significant experience in Procurement Management and adept in dealing with governance in large complex projects.
· Relevant purchasing experience in support of major Projects and Bids
· Experienced in using ERP systems
· Subcontracts experience in support of major Projects and Bids including experience with model forms of contract such as NEC3
· Contract Law and Project Management experience will be desirable
· Commercially astute with negotiation skills and experience
