Currently, we are ramping up our efforts for our AJISS program, Canada's largest in-service support program working in partnership with the Canadian Armed Forces, specifically the Royal Canadian Navy.

The A OPS (Arctic Offshore Patrol Ship) J SS (Joint Support Ship) I n S ervice S upport program will allow Thales to leverage its Canadian expertise in project management, systems engineering and integrated logistics support to lead the development of a new Canadian supply chain that will offer comprehensive in-service support for all systems and equipment of these fleets over their operational lifetime, ensuring they are mission-ready, on time, every time, from coast to coast to coast.

To support our development, we are seeking a Procurement Officer professional to provide Bid and Project Buying expertise where they will be involved in an integrated capacity in the Bids and Projects teams to deliver complex integrated hardware and software systems.

Main Responsibilities

· Manage and control of all ISS material general procurement requirements including backorder status reports;

· The administration and expediting of purchase orders to achieve nominated delivery dates;

· Implement, structure, prepare, and manage contractual documents to establish business relationships with Suppliers and/or Subcontractors;

· Taking into consideration the view of also reducing the number of suppliers;

· Prepare Request for Proposal documents projects;

· Negotiating material supply, pricing and delivery for orders;

· Prepare subcontract agreements for selected suppliers;

· Bearing contract responsibility for all Supplier contracts;

· Continuously review Subcontractor performance to ensure Subcontractor delivers on time and on budget;

· Prepare status reports for management of Subcontractor performance. Advise Management of contractual rights and obligations, as well as, provide interpretation of terms and conditions;

· Product price evaluation and cost reduction exercises on equipment and components;

· Contribute to the improvement of inventory and purchasing practices, with the purpose of reducing product costs and lead times;

· Monitoring and auditing, in conjunction with Quality Manager, suppliers' quality systems and performance;

· Provide a sound communication line with Internal and external customers; and

· Become and remain knowledgeable about extant Purchasing Policies/procedures and continuously monitor day to day activities to ensure compliance. Where appropriate, he/she shall recommend changes to management.

Essential Skills and Qualifications

· Post-Secondary Degree/Diploma required;

· 5 years' direct experience in similar work procuring large, high value equipment and related services;

· Experience with Federal Government procurement practices;

· Strong communication and negotiation skills;

· 3 years' direct experience minimum in buying, purchasing and bid management.
