SUMMARY:
The role is very demanding, often with tight timescales; a flexible work ethic is therefore essential.
Provision of a high level of service to the supply chain whilst restricting inventory levels to maximise the cash flow performance.
Supplier requirement to have a suitable and smoothed supply programme despite master schedule fluctuations.
The jobholder will be required to have sufficient business acumen to be able to analyse and interpret the data provided by MRP.
Job Purpose
The Manufacturing Buyer will ensure the timely availability of materials having regard for quality, technical specification, price, contractual conditions and inventory levels through professional management of the external purchasing process and within the parameters of the MRP system.
Dependant on the size of the organisation and / or task, the job may be tailored to subsume a number of roles.
The Manufacturing Buyer is responsible for placing purchase orders and maintaining the inventory plan to meet the Master Production Schedule. (Purchasing limit as defined in TUSUK40030)
In consultation with; Supply Chain, Engineering and the Supplier, the jobholder must identify any deviations from the plan, and where necessary, take remedial action to achieve conformance, or minimise the necessity for major re scheduling.
Principal Accountabilities

The Manufacturing Buyer reports through the relevant Industrial Planner
He / she works within generally defined policies and procedures but will be required to show flexibility and professionalism in his / her negotiations with suppliers and in dealings with internal customers.
Duties will include, but not limited to:
- Preparation, validation and scheduling of material purchase orders to ensure adherence to programme, specification, contract and budget.
- Responsible for negotiating schedules with suppliers to ensure that all materials are delivered to programme and that supplier performance targets and requirements, inclusive of costs, are achieved.
- Responsible for the timely acquisition of materials, from MRP release (planned orders) through Goods Inwards. (Responsible until the goods are delivered, and then responsible for tracking their progress through Goods Inwards & Inspection, raising any issues which arise.)
- Operation, input and maintenance of buying activities, including lead-times and re order levels, to achieve maximum customer service with minimum inventory levels.
- The monitoring and control of their purchase orders & associated suppliers to ensure that contractual obligations are met. Supplier issues are to be escalated through the purchasing segment managers where applicable.
- To ensure that their purchase orders fully reflect any engineering changes taking into account scrap, re work and stock depositions.
- Co ordinate all invoice and accounts queries relating to purchase orders to assist the timely payment of suppliers.
Decision Making Process
The individual must be capable of negotiating the best price and lead-times from the appropriate suppliers to ensure adherence to the “manufacturing” plan.
Knowledge, Skills and Experience Required
- Proven Manufacturing and / or Purchasing experience
- Knowledge and experience with MRP principals and operation
- Knowledge and experience with Oracle.
- Proven negotiation skills
- Good interpersonal skills
- Proactive “can-do” mentality
- Ability to work in a team environment
- Must have Microsoft Office suite experience
- Display the highest standards of honesty and integrity.
- Capable of developing mature, pro¬active, professional and personal relations with all suppliers.
- Basic education attainment in English and Maths.
