Summary
Payroll Manager will be responsible to process the North America Payroll with data integrity and meeting reporting requirement with the support of a payroll supervisor and its direct reports. It will also include the recording of the payroll expenses in the financial system. This position will be responsible in creating and maintaining all procedures and training material. This position may perform payroll-processing duties as needed. She/he will perform duties that require an understanding of company payroll policies, compliances and procedures with a strong level of customer service.
Essential function and responsibilities
· Review and approve the weekly, bi-weekly, Canada, Mexico and US multi-state payroll for salaried and hourly, full time and part time employees ensuring the accuracy of data entry, and ensuring multi states/Provinces compliance.
· Sign off all payroll related interfaces prior to releasing payroll; Assist in troubleshoot any interface issues
· Sign off audit and balancing of hours prior to releasing payroll for check printing
· Responsible for resolving any uncollected taxes and negatives wages in continual preparation for W-2/T-4 reporting
· Responsible for resolving states and local wages discrepancies for W-2/T-4 reporting
· Review payroll and retirement and other benefit funding request forms for Director to approve
· Work closely with Relocation vendor to assure relocation expenses are reported timely and accurately
· Produce audit reports to validate payroll data integrity meeting SOX requirements
· Work closely with the SOX team to assure the control of the payroll function matches the SOX narrative documentation provided to the SOX auditor
· Work closely with the stock administrator for accurate and timely recording of transactions
· Support the Payroll Tax Accounting team to assure month end are seamlessly closed
· Assist the Payroll Tax accounting team in resolving Tax filing tracers with the Ultipro/OSV tax filing unit in a timely manner
· Book monthly payroll and benefits journal entries in the accounting system for both US, Canada and Mexico payroll
· Book appropriate payroll accruals for month end close and ensure all costs have been recorded in the correct period
· Partner with accounting to ensure all accounting deadlines are being met and all transactions have been booked accurately
· Partner with stock administration to ensure all stock and ESPP transactions are being recorded accurately in the payroll and the accounting system
· Responsible for providing general ledger account mapping for new pay codes and deduction codes set up in the payroll system
· Ensureall payroll runs GL have been recorded in the financial system in a timely manner
· Responsible for the approval readiness of the W-2s and T-4’s
· Ensure that all states/provinces and federal pay rules are being executed correctly.
· Exercise judgment within defined procedures and propose appropriate solutions; Interpret payroll policies and procedures to company employees of all levels.
· Develop, maintain and enhance payroll procedures along with keeping up with application changes.
· Responsible to provide all analytical data to support all reporting requirements within and outside the organization ( Government census, benefit census, eligible wages, workers compensation, new reporting queries set up, etc)
· Assist in special projects
· Administration functions include filing, effective record keeping and communication.
· Manage, develop and support direct report
· Provide technical knowledge to the Payroll Specialist to gain higher efficiency and accuracy
· Operate as the subject matter expert and communicate technical concerns to Payroll director to prevent payroll issues.
· Provide feedback for staff development at least quarterly and prepare the annual performance reviews of the Payroll Specialist
· Keep informed on legislation and regulatory rulings impacting payroll; inform payroll director of potential problems or changes and recommend solutions; implement upon manager approval
· This position works closely with outside vendors, payroll staff, HR and HRBP ensuring personnel data is received timely, accurately and application is updated to latest regulatory changes.
Qualifications and Experience
· Accounting Bachelor’s Degree or CPP (Certified Payroll Professional) preferred
· Five plus years payroll management experience, US and Canada including 3-4 years multi-state payroll required
· Proven ability to develop payroll processes and procedures.
· Demonstrated issue management/problem solving skills required
· Knowledge of Ultipro Payroll, Workday HR and Kronos strongly preferred
· Experience with ERP systems, such as Microsoft AX or Microsoft Dynamics
· Strong Excel skills required
· Require high level understanding of systems and how they interface
· Experienced working in a high volume, multi-task work environment a plus.
· Strong organizational and planning skills, able to work reliably and efficiently under demanding deadlines, and with minimal supervision.
· Detail oriented, high level of accuracy and completeness of work, able to detect inconsistencies in data; able to prepare and process payroll documentation accurately and in a timely manner
· Experience complying with audit procedures, tax and accounting practices, company policies and procedures
· Strong analytical and problem solving skills required.
· Good oral and written communication skills required.
· Strong interpersonal and customer service skills. Able to establish and maintain cooperative working relationships, and to deal tactfully and courteously with the public and other staff when explaining the functions and policies in the Payroll Department.
· Maintain confidential information when required by legal or ethical standards and professionalism to ensure privacy of employee records.
· Flexible with schedule to meet tight month, quarter and year end
