Mission

Description of the Business Line or Department

SEGL (General Secretary of the Group) oversees the administrative, legal and tax compliance of the Group's activities worldwide. It provides or oversees internal controls, is responsible for the compliance function, manages and administers insurance, and ensures quality development process.

Within the General Secretary of the group (SEGL), the department SEGL/AGO/MOS, is responsible for the Strategic Project Management and coordination of SEGL's and information systems worldwide. In this respect, SEGL/AGO/MOS:
- is in charge of strategic project management and oversees the development and maintenance of SEGL IT applications;
- defines the policy for upgrading SEGL processes and information systems in order to respond to regulatory requirements and users' needs;
- coordinates and supervises all SEGL IT projects to completion;
- manages all ISP project managers (Information Systems and Processes) within SEGL worldwide;
- manages the associated budgets.

Summary of the Key Purposes of the Role

Within SEGL/CPL in London, as Compliance ISP / Project Manager you will report globally and functionally to SEGL/AGO/MOS.

You will contribute to the definition of SEGL/AGO/MOS global strategy, and represent the UK needs and perspectives.

Responsibilities:
• Implement the strategy, enabling the UK and Global Compliance needs to be formalized within the strategic global Compliance framework
• Identify, analyze and propose improvements related to existing Compliance processes and systems
• Anticipate, propose and support users in relation to changes in organization and internal processes triggered by developments
• Relay the defined transformation to all stakeholders impacted

Covering the UK scope and/or taking the functional lead on global topics within the ISP team, you will more specifically be a key contributor for the implementation of various projects/IT systems related to Compliance subjects: Market Abuse Detection, Financial Crime prevention (AML, KYC, Embargos), Control Room monitoring tool (Insider List, Watch list & Restricted list).
You will be the local point of contact for the implementation of Global tools centrally managed by SG Head Office. You will also be in charge of the implementation of dedicated local tools in London, when the UK regulation leads to unique UK requirements.

Key Responsibilities

The main activities you will have to carry out are :
- Organize and facilitate Project Committees (Steering and Operational)
- Collection, analysis and challenging of business requirements (arbitration of user needs to avoid developing several similar tools),
- Document business requirements following the scope definition and the needs provided by New-
York Compliance,
- Document the impacts on Compliance organization,
- Gap Analysis of local requirements versus functionalities of existing global tools, including
quantitative data analysis,
- Presentation of business requirements to IT division (either local ITEC team in NY or to ITEC,
RESG head office in Paris, or to external IT provider),
- Feasibility study of solutions recommended by ITEC, RESG or external provider
- Validation of the functional architecture, where a good knowledge of information systems,
existing processes and architectural principles are required, in particular for GBIS
- Validation of the functional specifications drafted by ITEC, RESG or external provider
- Challenge of costs and schedules proposed by ITEC, RESG or external provider
- Interface between ITEC, RESG or external contractors and end users for the organization and
conduct of the tests
- Follow up of the schedule and budget of projects and reporting to central project portfolio
management in Paris

Level of Autonomy and Authority

The ISP/ project manager position requires a high level of autonomy : the ISP is responsible for the coordination and delivery if his/her projects and has to be autonomeous enough to make the right decisions to achieve delivery, and ensure coordination of the effort of various teams in order to do so. This level of autonomy is correlated with the capacity to report in a synthetic way to the line management about risks, issues encountered and proposed solutions.

The position requires
- Strong communication skills
- Strong written documentation abilities (business requirements as well as synthetic presentations)
- Coordination skills between various teams especially between Compliance and IT
- High level broad understanding of the stakes of the compliance legal environment
- Project management skillset
- Understanding of IT development cycle and IT organisation
- Understanding of Investment Banking market activities

Qualifications Required or Desirable

Minimum requirement of 3 years of experience required

Education

Master's Degree in Engineering, Business School, Master's degree in Finance

The following additional criteria will be highly appreciated :
- Experience of exposure to front office investment bank activity, either on Equities, on commodities, forex or fixed income asset class

- Experience in Project management in a Bank environment,

- Experience / knowledge of IT environment, IT processes and best practices, notions of IT architecture

- Knowledge on compliance activity , especially Trade surveillance

- Experience of SMARTSBROKER deployment

Languages

• Fluent English,
• French speaking would be a significant advantage.
