Responsibilities

Description of the Business Line or Department

CPLE/CTL's mandate is to operate, within the 3 lines of defense model, a 2 nd Level Controls and Testing framework, from both a regulatory and financial crime perspective, based around a robust compliance risk assessment, which drives the prioritization of the control plan.

The objective of 2 nd Level Controls and Testing is to assess and test independently the adequacy of the 1 st Line of Defense (LOD1) compliance framework that Business Units (BU) and Support Units (SU) have put in place to mitigate the risks of non-compliance, reputation and misconduct that SG Group is exposed to across its business activities and operations globally.

The 2 nd Level Controls and Testing team in London is responsible to cover SG wholesale banking activities (MARK, CORI, GLFI, MCIB, GTPS, SGSS, GBS…) within EMEA including the UK (SG London Branch, SG International Limited, Descartes and Lyxor UK). The team structure relies on 3 Senior Compliance Officers (or Managers) who are dedicated to the following business activities:

- Global Markets (MARK) and Lyxor UK,

- SG Securities Services (SGSS) and activities subject to FCA CASS rules,

- Private Side (CORI, GLFI and MCIB) and Research (MARK/GRS) activities.

They supervise staffs who are in charge to execute the annual Testing plan (schedule of thematic compliance reviews).

They also have the responsibilities to supervise functionally Paris based resources who perform 2 nd Level Controls.

Summary of the key purposes of the role

Assist in the development and timely delivery of the annual control plan.

· 
Ensure timely tracking and resolution of CTL's recommendations.

· 
Supervise and provide support to staff with hierarchical or functional reporting process.

· 
Maintain regular engagement and provide feedback with/to key business and Compliance stakeholders.

· 
Ensure timely implementation of internal/external audit and regulator's recommendations assigned to CTL.

Summary of responsibilities


1. Development of the annual control plan

Support the Manager in developing the risk based the annual control plan (2 nd Level Controls and Testing) by reference to meetings with Business and Compliance stakeholders, the results of the compliance risk assessment and other relevant indicators (e.g. regulatory agenda, past regulatory examinations, compliance reviews or internal audits, etc.)



2. Delivery of the annual review plan & reporting

· 
Execute thematic/cyclical/desk review activities and report results to the Manager. A typical review will include the following:

· 
Perform research and gather sufficient information to understand the theme/activity to be reviewed;

· 
Meet with business and Compliance stakeholders to understand the business and regulatory context;

· 
Perform walkthrough and document business processes through the use of workflows, where required;

· 
Formalise scoping document, design and execute testing programme;

· 
Document review work on the appropriate CTL templates and timely escalate findings;

· 
Supervise and coordinate the work delegated to other team members, if applicable;

· 
Identify issues through testing and write draft findings/reports including recommendations;

· 
Get clearance from Manager, issue report to stakeholders and validate recommendations/action plans

· 
Submit draft reports to the Manager in charge to supervise the review prior to issuance and communication to the relevant

business and Compliance stakeholders.

· 
Ensure timely tracking of CTL recommendations once the report is issued as assigned by the Manager and provide updated

status in the recording database monthly.

· 
Provide periodic updates of the review status to the Manager in charge and update the team's activity report on a monthly

basis, as required. Comment on key risks/issues identified and highlight any risk of slippage, or provide justification for

slippage, if the original delivery schedule is not going to be met.

·

3. Engagement with business line and Compliance stakeholders
· 
Manage communication to relevant business line and Compliance stakeholders as per the review life cycle

· 
Participate in ad hoc meetings with key business and Compliance stakeholders, as agreed with the Manager

· 
Maintain knowledge of the business line organisation as well as its strategic developments and projects

· 
Engage with CTL teams in EMEA / non-UK locations if required.
4. Engagement with internal/external audit and regulators
· 
Ensure timely implementation of internal/external audit and regulator's recommendations

· 
Anticipate the risk of delay and negotiate deadline extension to minimise the risk of falling overdue, if need be

· 
Assist internal/external auditors and regulators during their investigations, as required

· 
Ability to proactively communicate and provide detailed and well-articulated updates to COO team, the business the Compliance Manager.
5. Other responsibilities

·  Maintain a detailed and updated working knowledge of the FCA rules and regulations
·  Perform or supervise the team's permanent supervision controls, as required
· 
Mentoring, coaching and supporting any CTL new joiners, and when required and as directed by the Compliance Manager / Head of CTL staff from regional offices.

Level of Autonomy and Authority

The Compliance Officer will have to manage autonomously the responsibilities set out in this job description. He shall not make decisions which would have an impact on the delivery of the review without referring identified to his/her Manager and getting his/her approval. The Compliance Officer shall escalate any high risk/issue or bottleneck in the execution of the annual plan without delay to his/her Manager.

Work Experience

Minimum of 8 years of work experience in the financial services industry

Minimum 3 years of work experience executing compliance reviews in a financial institution comparable to SG (preferably covering Global Capital Markets and/or Investment Banking activities)

Experience of managing deadlines and time boxed projects

Education

· 
University Graduate in Law, Bank & Finance or Economics

· 
Professional diploma or qualifications in Compliance and/or Audit (preferred)

Languages

Fluent English: strong verbal and written communication skills, ability to articulate concisely technical matters
