Job Description

This position is part of the Pressure Equipment Integrity group at Shell Deer Park Site. This position is for a Run and Maintain Unit Inspector.

The primary function of the Pressure Equipment Inspector/Assurance Specialist (PEI) is to assure the integrity of the pressure retaining equipment in his/her assigned area(s). The PEI monitors the equipment, obtains and analyzes data, and makes recommendations, when necessary; to assure that the pressure equipment is in a mechanically safe condition for continued operation.

The essence of the pressure equipment inspection function is to be predictive with regard to equipment integrity. The inspector must analyze the data to understand the actual corrosion or degradation mechanisms and assure pressure equipment integrity. This analysis may include but is not limited to:
- Knowledge obtained by monitoring equipment for physical degradation.
- Recognizing operational upsets or changes which could lead to changes in corrosion rates or patterns.
- Comparing the data with pressure equipment records.
- Consultation with the technical staff to develop equipment inspection intervals, alterations of operations to reduce pressure equipment degradation rates, and when required, maintenance recommendations.

Base Work:
- Inspects and monitors the condition of pressure equipment (vessels, columns, piping, exchangers, relief valves, tanks, etc.) with the purpose of detecting corrosion or other physical phenomena that may lead to an unacceptable level of risk, an unsafe condition, failure of the equipment, or deterioration of its intended function.
- Engages Pressure Equipment supervision and/or technical organization when inspection data reveals equipment near or past retirement, due to wall loss or other damage mechanisms.
- Surfaces known preparatory work that must be performed before an inspection can be performed and highlights inspection support requirements.
- Inspects all non-pressure retaining components that affect the integrity of the pressure equipment including, but not limited to, foundations, fireboxes, stacks, structural members, tank seals, spring hangers, etc.
- Coordinates applicable regulatory state inspections of equipment such as fired boilers, air receivers, wharf piping, and DOT (Department of Transportation) piping and relief devices.
- Documents inspection findings (thickness readings, visual inspections, and specialized NDE inspections) in the Inspection Data Management System (IMS).
- Establishes renewal thickness' for equipment using the guidelines outlined in company procedures and by consultation with the pressure equipment engineer where needed. Uses these renewal thicknesses to calculate the remaining lives of piping and equipment.
- Keeps and maintains inspection schedules and strategies with a clearly defined scope of work up to date in IMS. Work scopes shall have sufficient detail where a maintenance planner can properly plan the work with minimal additional PEI input.
- Provide inspection schedule lookaheads to Production Team for awareness and planning purposes.
- Develops and maintains equipment inspection drawings, including equipment diagrams, piping isometrics, corrosion and material diagrams, etc., in accordance with site procedures.
- Analyzes inspection data against expected corrosion and damage mechanisms to determine the condition of the equipment to assure pressure equipment integrity.
- Communicate inspection results with RBI Focal Point to update model, inspection strategy, and schedule.
- Reviews equipment histories and develops technical basis for Inspection Interval Extension Requests.

Unit Support:
- Maintains contact with operations and maintenance personnel daily to be aware of changes in operating conditions that could affect the performance of the pressure equipment.
- Serves as the focal point for any pressure equipment integrity issues on the area Production Team.
- In the area Production Team, communicates current efforts to solve problems, listens to the needs of customers, and discusses corrosion concerns or operating events that could have detrimental effects on equipment with the appropriate personnel.
- Serves as the primary PEI contact for Production Team run projects. Participates in the initial safety, environmental, and operability (SEO) review. Identifies requirements for needed updates to inspection records based on changes.
- Serves as the primary PEI contact for area maintenance team activities, including: Temporary Repair Process, Hot Tap Packages, Weld Procedure Review, Spool Sheet Review, Inspection of ongoing/completed maintenance activities.
- Record leaks and pressure equipment failures in IMS, and is responsible for comparing with the RBI model to determine if any revisions are required.
- Issues recommendations and develops repair procedures for pressure equipment based upon inspection findings and the expected performance for the equipment.
- Involves the pressure equipment engineer and supervisor in all repairs or alterations (as defined by NBIC and/or API 510) to pressure vessels.
- Supports the PRD Servicing Work Process, including specification sheet review and updating.
- Performs quality assurance on repairs and new fabrication of pressure equipment.
- Participates in and supports unit specific activities such as MOC Technical Review and CCD revalidations.
- Makes metallurgical, material, and protective coating recommendations based on tests, research, experience, and/or communication with specialists.

Unit T/A Support
- Following is a high level summary of the support required for a unit turnaround
- Develop Preliminary Work Scope List assuring required schedules are included.
- Take Preliminary Work Scope List and create folders for Internal Work Scope Challenge.
- Coordinate and Facilitate the Internal Work Scope Challenge.
- Complete Internal Work Scope Challenge action items.
- Finalize Work Scope List and enter into the turnaround planning work letter assuring all schedules have adequate work scope where a maintenance planner can properly plan the job with minimal additional PEI input.
- Verify final Work Letter prior to the External Work Scope Challenge.
- Participate in the External Work Scope Challenges (TAP, SGS)
- Follow-up on External Work Scope Challenge action items.
- Create addenda and obtain approval thru TAP process for any work identified after the External Work Scope Challenge.
- Provide input to Turnaround Planning Support role on logistic needs for TAR.
- Provide input to Turnaround Planning support role on manpower estimate for TAR.
- Perform a detailed review of the final PEI Work Packages prepared by the PEI Turnaround Planner.
- Support execution of the turnaround in a lead or support role as assigned.
- Prepare for and facilitate the Internal Post TAR Review
- Participate in External Post TAR Critique
- Enter “80/20 Workscope” into TAP workletter for the next T/A
- Reviews equipment histories/schedules and develops technical basis for Inspection Interval Extension Requests related to requested T/A deferral analysis

Desired profile

Requirements

·  Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
·  High School diploma
·  Minimum five (5) years Run and Maintain Unit Inspector experience
·  Minimum three (3) years experience as a visual inspector. Unit Inspector experience preferred.
·  As a minimum, possess at least one of the following certifications (all three preferred)
·  API-570
·  API-510
·  API-653
·  Must earn a 2nd certification within one year if only holding one now.
·  Strong communication skills, both verbal and written
·  Strong leadership and organizational skills
·  Performance driven, proactive, and self motivated
·  Ownership of Personal and Process Safety
·  Basic computer skill in Excel, Word, and Power Point
·  Knowledge of IMS inspection records database is preferred
·  Must be willing to work occasional overtime, weekends, nights and holidays in response to critical inspection needs and/or planned events.
·  Background in refinery or petrochemical plant processes, corrosion mechanisms, and material properties.
·  Minimal travel requirements. Some climbing of ladders/scaffolds and entering of confined spaces during outages to inspect and evaluate corrosion issues.
