JOB PURPOSE:
In alignment with the Novartis Business Services – Real Estate & Facility Services Strategy, lead the development and implementation of HSE&BCM East Hanover Site and North American (NA) Region management systems and function as the technical expert to the Novartis organization in line with local, regional and global expectations.

This includes, but is not limited to:
• Lead the development and implementation of the Business Continuity (BC), Risk Management, and the Novartis Emergency Management (NEM) program for the East Hanover (EH) site and the NA Region.

• Partner with senior business leaders to analyze the critical business processes, activities and resources used to support the research and facility operations at the EH site. The EH site is a North American HQ site for several operations and BC/NEM planning will extend beyond the site as appropriate to align with our business partners.

• Implement the Novartis Business Continuity Management System (BCMS) approach based on the International BCMS standard ISO 22301. The Novartis BCMS incorporates key business processes, support activities and facility/ infrastructure resiliency into an overall BC plan for the site and Regional operations.

• Lead the assessment of overall risks to the facility and research operations and develop associated mitigation plans.

• Lead the implementation and execution of the NEM program for the East Hanover, NJ location as well as the NA Region to ensure robust preparedness and ultimately rapid, safe, and coordinated response to a wide variety of emergencies.

• Provide overall risk identification and lead these program areas across all Novartis on site guest divisions.

• Ensure effective integration of BC/NEM programs into the overall HSE&BCM system at the site and the NA Region level.

MAJOR ACCOUNTABILITIES:
• Business / Research Continuity Program:
a. Leads the development and implementation of site’s business continuity program based on the ISO 22301 international standard and applicable Novartis guidelines, guidance notes, etc.
b. Leads and supports the divisional partners to develop processes related to operational planning & control, key business process inventory, business impact analysis and training / exercising of their BC plans.
c. Partners with the divisional BC coordinators to develop BC plans and integrate them into the overall Novartis BC approach.
d. Interfaces with Global Expert Teams BC leads to ensure consistency and utilization of resources.
e. Interfaces with Information Technology (IT) and Informatics groups to support a uniform BC/IT Disaster Recovery (DR) strategy.

• Novartis Emergency Management (NEM) Program:
a. Leads the administration of the NEM program at the EH site and NA Region consisting of an overall emergency management plan, incident command / roles and responsibilities matrix, Communication systems and plan as well as training / exercising of emergency management plans. Supports the NA Regional NEM teams & processes.
b. Interfaces with site functions (i.e. security, communications, and integrated facility service providers) to coordinate information and resources in planning and execution of emergency events.
c. Partners with local government, business and academic institutions to coordinate emergency planning activities.

• Risk Assessment & Management:
a. Leads the identification, assessment and management of EH site risks and integration into an overall site risk portfolio.
b. Supports the development of risk mitigation actions plans with appropriate stakeholders and ensures implementation.
c. Provides input into the overall facility resiliency and impacts resulting from physical threats, climate change and community / business / academic institutions at the site location.
d. Develops, aligns, and maintains EH Site and NA Regional Risk Portfolio and reporting.
e. Leverages external Risk Mitigation & Emergency Response Tools (e.g.: Factory Mutual Global reporting, Agility Recovery Solutions, Everbridge) to strengthen the Novartis programs

• Ensures that robust systems are in place to demonstrate and verify compliance with all pertinent Novartis HSE&BCM Guidelines, and associated Guidance Notes, Global Operating Procedures, regulations, permits, statutes, local ordinances and/or other externally driven requirements.

• Ensures that HSE&BCM services are provided to the EH site in an effective and efficient manner.

• Partners with Senior EH Site & US Regional Leadership as well as HSE&BCM Global Expert Teams.

• Manages, tracks, and controls expenses to ensure budgets targets are met.

Desired profile

Minimum requirements

EDUCATION:
Bachelor degree in a safety management, business continuity, industrial hygiene, environmental science, occupational health and/or medicine, engineering, or related field,

Masters or Ph.D. is preferred.

One or more relevant professional certifications (Certified Business Continuity Professional) and/or a PE is strongly recommended.

EXPERIENCE/SKILLS:

• 10+ years of relevant business operational and/or risk management experience (e.g.: HSE, BC, risk management, emergency management, etc.).
• 3-5 years of BC experience is required; expertise from a pharmaceutical/biotechnology firm is strongly preferred; will consider BC professionals from a high hazard field /corporation (energy, environmental, etc.).

• Highly motivated self-starter with a track record of assuming accountability & ownership for their work.

• Adept in intelligently challenging the status quo and innovating new and upgraded ideas.

• Strong leadership, influencing, and communication skills in order to work effectively cross-functionally with key stakeholders and Senior Leadership.

• Competency in analytical and problem solving skills.

• Experienced in developing and maintaining partnerships with internal key stakeholders and external organizations to achieve goals.

• Expertise in navigating the unique aspects of the pharma industry, specifically HSE&BCM issues.

• Strong working knowledge and experience with HSE Regulations, HSE&BC Management Systems, Risk Management, Auditing Expertise, Incident Response & Crisis Management (Novartis Emergency Management Program), Scientific Process Knowledge
