This leader is a member of the Lancaster Leadership Team providing overall strategy for the plant’s maintenance & facilities operations. This role provides strategic direction to the leaders that provide the daily oversight to the teams that perform maintenance & facilities work within the Lancaster Plant and its leased facilities. In doing so, the role oversees the development of standardized operating processes, procedures, and practices for the manufacturing maintenance, maintenance planning, calibration and facilities teams. Supports initiatives between the Lancaster Plant and other McNeil sites as appropriate to improve manufacturing safety, quality, cost, and customer service. Coordinates efforts between Production Operations, Planning, Marketing, Suppliers and other groups to ensure the compliance of manufacture, launch and continued supply of existing and new products. Equipment uptime is a key indicator of success for this role.

Ensure employees under your scope of responsibility are trained in required procedures for the execution of their role and maintain current with training requirements during the year. Promote an environment of employee involvement in the workplace. Seek prompt identification, reporting and correction of deviations in the workplace as noted by employees. Ensure the timely completion and communication of the 5 Conversations (i.e., Succession planning, goals setting, year-end compensation, performance results, and mid-year reviews)Participate in the Plant Leadership staff in strategic planning to ensure sufficient labor, equipment and technologies are available for the plant to meet its business objectives. Helps create and manage the Capital Budget for the Lancaster plant. Assures all equipment at the plant is design and install in a safe manner and in full compliance with GMP, safety and environmental regulations. Drive continuous improvement, equipment reliability and repeatability. Think analytically to understand a situation or problem. Make metric-based decisions. Assist project and process engineers in effective design, procurement, installation, and commissioning and qualification project activities associated with packaging and manufacturing systems. Responsible for the life cycle of the manufacturing equipment.
Responsible to ensure all operational requirements are met as per design requirements to fulfill the business needs with the proper balance to ensure compliance with all regulations. Responsible for the technical and expertise support for manufacturing and packaging trouble shooting and quality investigations. Closely work with appropriate internal and external groups in the support of new products launches, processes and equipment enhancements as well as the continuous improvement initiatives.
Responsible to ensure the implementation and maintenance of effective and compliant processing and Cleaning Validation requirements are in alignment with the GMPs, McNeil standards and policy.
Oversees the manufacturing maintenance and facilities leadership to ensure the effectiveness of organizational design, selection, development, training, and performance management of all staff. Works closely with direct reports and Finance in the development and control of budgets, cost expenditure, and cost control. Collaborates with the Quality unit and works effectively to insure compliance and product quality. Manage major facilities and production related equipment changes to assure that all equipment installations, modifications, and conversions are accomplished with budget and schedule. Represents the manufacturing engineering team and the plant during FDA and International regulatory audits. Provide oversight for external services that are administered under the Facilities & Maintenance groups (e.g. security, landscaping, gowning/uniforms, pest control, housekeeping (ABM), etc…) Responsible for the implementation of key metrics under the maintenance system
- PM and CM work orders tracking, changeovers, overtime management. Provides leadership and oversight to scheduling and execution of regular plant shutdowns from a maintenance and facilities perspective. Maintain assigned areas in a state of GMP and EHS audit readiness by ensuring compliance with SOP’s (Standard Operating Procedures), good documentation practices, and housekeeping standards. All other responsibilities as assigned by management.
QualificationsA minimum of a Bachelor’s Degree is required. A degree in engineering, Technical, Maintenance, scientific, or comparable technical discipline is required. A Masters in Business Administration (M.B.A.) or M.S. in an appropriate discipline is preferred. Ten (10) years of experience working in a technical role supporting a manufacturing operation. Five (5) years’ experience in managing a Maintenance & Facilities department, in a GMP environment. A Strong understanding of GMP and demonstrated success leading GMP-compliant technical operation is required. Experience effectively managing multiple technical departments is preferred. Strong-working knowledge of Supply Chain, including past demonstration of sustaining positive working relationships with key contacts is preferred. Demonstrated knowledge of electronic Maintenance systems such as (SAP PM) is required. Continuous Improvement knowledge is required.
Proven ability to set & execute a strategic vision for a department under their direction is required. Proven ability to lead, synchronize, and motivate personnel both within and outside immediate control to meet goals and objectives. In-depth operational knowledge and demonstrated troubleshooting skills of packaging and manufacturing systems required. The ability to think tactically, challenge the status quo, and make improvements to strategic processes are highly preferred. Influencing skills and strong analytical skills are preferred. Demonstrated record of achievement with respect to elements relating to safety, quality, customer service, EHS, product cost, bringing new products to market, and new product and equipment introductions is required. Demonstrated leadership, management, supervisory and technical capabilities; track record of developing strong leaders; demonstrated change management skills, and a commitment to mutual accountability is required. Proven ability to develop long-range plans and implement projects (both technical and non-technical) to achieve objectives in a fast paced manufacturing environment is preferred. Demonstrated ability to understand and utilize financial analyses to make good decisions in a manufacturing environment is preferred. Strong negotiating skills and excellent verbal and written communication and presentation skills are required.
