Under the direction of the Environmental, Safety & Health Leader, the Safety Specialist provides technical expertise in the areas of workplace process safety management, general industry safety orders, hazard assessment techniques, accident investigations, and emergency response planning. Assists with establishment and maintenance of robust processes to identify, evaluate, control and minimize risk at workplace. Evaluates, plans and implements appropriate safety, occupational health and ergonomic program components, including development and delivery of training materials. Under moderate level of supervision, takes projects requiring basic knowledge of safety, occupational health and ergonomics from identification of potential risk to the implementation of appropriate control measures. Develops and implements Process Safety Management (PSM) program elements, including incident investigation and root cause analysis, assessing PSM and reliability systems (mechanical integrity systems). Leads a comprehensive fire and explosion hazard identification/risk assessment – open flame processes and classified areas including inspection, testing and maintenance programs for critical fire safety equipment including container integrity, air-monitoring instruments, bonding and grounding devices, alarms and sprinkler systems, and portable fire extinguishers. Establishes, implements, and maintains a process for conducting a risk assessment for machine guarding to ensure that the performance of safety controls for newly acquired machinery is proportional to the risks as determined by use of the risk graph provided in ISO’s Safety of Machinery standard, #13849-1. Establishes, implements, and maintains a written Hazardous Energy Control Program to protect personnel from unexpected startup, dangerous movement of machinery or equipment during service, maintenance, cleaning or repair. Establishes, implements, and maintains appropriate electrical safe work practices in accordance with local requirements to utilize insulated tools and require electrical personal protective equipment based on the electrical hazards and risks at the facility. Leads a Fall Prevention Site Assessment to identify the potential slip, trip and fall hazards of the facility, and to evaluate the risks associated with the identified hazards. Establishes, implements, and maintains a written Permit-to-Work system
- formally authorized, competent, and suitably trained to issue work permits such as hot work, electrical, work at heights, confined spaces. Establishes, implements, and maintains a written Confined Space Entry Program (CSEP) and a facility-wide survey to identify and inventory all confined spaces including establishing, implementing, and maintaining a formal rescue plan for each Confined Space entry. Establishes, implements, and maintains a formal rescue plan to deal with non-routine working at heights situations. Serves as Alternate Incident Commander. Develops, implements, and maintains an up-to-date emergency response plan based on the outcomes of the risk assessments in order to minimize the potential effects of an accident or emergency situation on human health, the environment, and the business, both on and off site. Leads Annual drill simulations to evaluate the competency of on–site emergency responders. Leads Annual tabletop simulations to evaluate effectiveness of established communication procedures with external resources. Leads training provided to all members of on-site emergency response teams, including medical first responders. Establishes, implements, and maintains a written program for stand-alone warehouses including regulatory permits and inspections such a fire endorsements. Teams with Human Resources and Occupational Health for Medical Case Management Process to ensure proper response and recordkeeping requirements are met. QualificationsA minimum of a Bachelor’s degree in Science or Engineering is required, Engineering majors are highly preferred. At least two (2) years of experience working with Occupational Safety and local and federal agencies regulations within a regulated industry (pharmaceutical, petrochemical, consumer or medical devices); pharmaceutical industry is highly preferred. Associate Safety Professional (ASP) certification is preferred. Experience working with Process Safety Management (PSM) is desired. Strong background in mechanical and electrical safety (i.e., machine safety, incident investigation, fire safety) is required. Literate in computerized systems; MS Office (Excel, PowerPoint, Word) is required. Bilingual (Spanish/English). Able to travel in and outside of Puerto Rico approximately ten percent (10%) of the time. Must be able to walk constantly around the facilities and capable of lifting objects during inspections. Needs to deal with chemicals, perform regular inspections and be able to come to work off-shift.
