The Health Care Compliance Officer (HCCO) is the primary Point of Contact for the assigned Operating Company. This position is responsible for providing Health Care Compliance (HCC) direction, guidance, support, and oversight and serves as the primary Point of Contact for HCC policies and procedures for their assigned Operating Company. Additionally, leading their direct report(s) on the implementation of programs designed to ensure that the Company meets statutory and regulatory requirements relating to health care fraud and abuse; as well as advertising and promotion laws governing the company’s commercial and scientific activities. The HCCO coordinates and provides guidance and leadership to ensure integration of appropriate HCC policy into strategic plans and tactical execution of those plans. This includes providing oversight and/or review and approval of programs and processes with HCC implications as well as being accessible to provide guidance and direction to their direct report(s) and business partners. Builds and foster partnerships with senior management across the organization to ensure they are well equipped to reinforce compliance within their organizations.
The HCCO advises Operating Company senior leadership, up to and including the company President and other senior levels of management of potential compliance risk areas and recommend appropriate mitigation plans. Ensure policy and processes are capable of effectively preventing and/or detecting violation of law, regulations, or policies and, if necessary, implement appropriate corrective action. Identify opportunities to provide improvements to the policies/processes. This individual chairs the Operating Company’s Compliance Steering Committee and serves as a member of the Operating Company’s Leadership Team.
A key component is to establish and maintain partnerships with Senior Management within the Operating Company and HCC Professionals within the Pharmaceutical Group HCC Organization and the Global HCC&P Group to support consistency of decision making and approach to risk mitigation. This leader will regularly review the HCC Program with the Operating Company leadership and make appropriate recommendations for revisions and/or modifications, in concert with the North American Pharmaceutical HCC Officer and/or Pharmaceutical Sector Vice President, Health Care Compliance & Privacy.
This position provides policy interpretation and guidance as it relates to activities with HCC implications; assessment and communication of risk in areas where there may be a lack of policy/laws/regulations. This position reviews and provides input into business strategies and tactics. Identifies when to refer, seek input, or triage issues to legal, regulatory affairs, operations, and other business partners as needed. This position also needs to have the ability to effectively influence individuals at the highest levels of the organizations supported. This position will ensure a consistent compliance approach across the Global HCC & Privacy organization.
QualificationsThis individual would be expected to have a minimum of a Bachelor’s Degree, with at least 10 years of industry experience and requires an in-depth working knowledge of the HCC program and policies, federal health care programs, and FDA requirements. A demonstrated ability to analyze data and trends to mitigate HCC risk for the company is highly desired. Specific experience working with governmental regulatory bodies and HCC company policy is highly preferred. A successful candidate must have an engaging and personable demeanor; openness to continuous learnings; self-direction and motivation, accountability, responsibility, thoroughness, decisiveness, detail-orientation; and ability to track and prioritize, and execute on multiple and frequently changing priorities.
Prior experience partnering with the key HCC partners; legal, regulatory, and senior management is required. This individual will have a strong track record of working in a collaborative environment with demonstrated evidence of maintaining relationships and partnerships with peers and business partners. Prior experience in managing direct reports is also required.
This position is located in Titusville, NJ and requires travel up to approximately 20% of the time.
