Job description
The Reliability Engineer provides maintenance program technical oversight/management for Base Operations Support (BOS) services to include maintenance and minor repair services in Miami, FL. The Reliability Engineer reports to the Deputy Project Manager. The ideal candidate will have facilities management experience, technical trade knowledge & experience, experience in military base and/or municipal facilities operations, past scope of multi-million square footage, and experience working directly with maintenance craftsmen. Excellent communication skills, a customer service focus, strong work ethic, and an ability to handle challenging situations are crucial to successfully fulfilling this position.
The Reliability Engineer supports the implementation of BOS contract Preventative Maintenance (PM), Integrated Maintenance Program (IMP), and Inspection and Testing Certification (ITC) with enhanced Reliability-Centered Maintenance (RCM) roadmap for the Navy’s Jacksonville Naval Air Station (NAS) managed by JLL. The position will support the account IFM and Operations Directors in integrating JLL’s maintenance program and asset management approach. Drives cost savings through oversight of maintenance planning and scheduling, workflow optimization, reallocation of resources, reduced overtime, reduced third-party contractor requirements, optimization of equipment lifecycles and reduced business risk. Develops analysis methods to determine reliability of components, equipment and processes in accordance with JLL’s enhanced RCM [JLL’s Next Generation Maintenance (NGM)] program. Acquires and analyzes data and continually improves the NGM program to meet outcomes-based performance measures. Conducts ongoing maintenance maturity assessments in alignment with NGM. Oversees Root Cause Failure Analysis (RCFA) and analysis of reliability problems to determine the required reliability approach for the particular situation, with consideration given to the cost limitations for equipment uptime/downtime, repair/replacement costs and weight, size and availability of materials/equipment. Determines cost advantages of alternatives and develops action plans that comply with internal/external customer demands for reliability processes/equipment to avoid failures and optimizes capital spend.
Essential Functions
· Primary responsibility is program management to drive savings through strategic integrated RCM and the Navy’s Integrated Maintenance Program (IMP) management programs. Requires close communication and coordination with capital planning manager, JLL senior account team, and client representatives.
· Works under general direction JLL-MST JV Management for the JAX NAS account in deploying the PM, IMP, and ITC programs with matrix coordination back to the JLL Engineering Services (ES) platform.
· Supports management and executive-level briefings and reports as requested by JLL-MST JV leadership. Aids in the development of a Strategic Asset Management Plan (SAMP) in accordance with ISO 55001 and aligned with the JAX NAS mission and strategic objectives/outcomes.
· Implements detailed scorecard to measure short-term and long-term ROI of enhanced NGM and asset management program.
· Considers impact of costs on recommended action plans for avoiding/correcting problems during the design phase or remedial action for correcting reliability problems on installed equipment; performs Root Cause Failure Analysis (RCFA) to help prevent failures.
· Plans and performs engineering operations, monitors operations center systems, RCM program implementation, process engineering assignments, incorporation of Condition-Based Maintenance (CbM), and Predictive Testing and Inspection (PT&I) technologies, and conducts equipment condition assessments.
· Coordinates the use of other engineers, mechanics, and technicians to accomplish the objective of cost-effective reliability improvements for maintenance and projects.
· Supports JLL Operational Compliance Program (OCP) and follows company safety and health guidelines and other company policies.
· Supports build-out of NGM dashboards for performance measurement, capital asset replacement planning recommendations based on MAXIMO and NGM data and analytics.
· Performs other work as assigned.
· Perform and present technical reports and analyses to JV company leadership and Government representatives, as required.
Supervisory Functions
Initially, this position will have no direct subordinates. However, as the program grows, there may be organizational changes whereby the Reliability Engineer will have a subordinate technical team.
Knowledge, Skills, and Abilities
· Strong interpersonal skills with the ability to interact with management level internal & external clients.
· Organizational & detailed-oriented with the ability to prioritize and manage complex tasks.
· Proficiency with Maximo (or other CMMS).
· Ability to multitask working within a team structure and the ability to work independently.
· Skilled in the use of Microsoft Office Suite (Excel, Word, Outlook, and PowerPoint) and Adobe Acrobat.
· Strong communication (verbal and written) skills at high level.
Position Qualifications:
Mandatory
· Bachelor’s degree from an ABET accredited institution in the practice of engineering. In lieu of engineering degree, fifteen (15) years of demonstrable RCM work experience.
· Ten (10) years of experience implementing RCM programs, operations financial management, CbM/PdM methods, thorough understanding of asset management, data analytics, and capital planning approaches. Experience implementing maintenance best practices.
· Reliability related certification, such as CMRP or CRL.
· Current state issued driver's license with an acceptable driving record.
Preferred
· Professional Engineering (PE) license.
· Facility/utility maintenance or management operations related license.
· Master’s degree from an ABET accredited institution in the practice of engineering, or a field associated with facility/utility maintenance or management operations.
· Government (NAVFAC) BOS contract operational experience.
· Thorough understanding of recurring and non-recurring work requirements to support Sustainment, Restoration, and Modernization (SRM) requirements for Naval facilities, systems, ground structures and other assets.
· Experience working in a strong safety culture.
· Experience working in a multi-cultural environment.
Work Environment
The work is accomplished both in a climate-controlled environment (office) and in a non-climate-controlled environment (mechanical/electrical rooms and areas outside of existing facilities). The noise level in the work environment is moderate. Work may occasionally require weekend and/or evening work to handle contingency, urgent, and emergency management responsibilities.

Work frequently requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions while performing field investigations/surveys.
