A new Operational Risk Management Framework (ORMF) and System of Record (Helios) went live in March 2017. In H2 2017, a PRA review endorsed the fitness of the ORMF and the Helios implementation.
However, the PRA advised HSBC that the overall Non-Financial Risk (NFR) domain required fundamental remediation, integration and alignment with the ORMF, and that Helios should be established as the NFR GRC Platform.
An NFR Transformation Programme has been established spanning risk management across Operational Risk, RC, FCR, Finance (SoX) and Procurement (TPRM). Key business outcomes include the delivery of :
· A Global Reg Mapping solution founded on the integration of the Rapid & Helios systems
· A Cloud based NFR Reporting & Analysis solution with data sourced from Helios and other NFR sub-ledger systems
· Helios as the single repository of all NFR Issues & Actions
· Integration & alignment into Helios of the FCR EWRA, Finance (SoX) and Procurement (TPRM) risk assessments.
This is a significant role as HSBC invests into the IBM OpenPages platform for Enterprise Risk.
The Engineering Technical Lead role is pivotal for establishing and leading the offshore technical team for the IBM Openpages GRC Platform POD.

Reporting into the Technical Product Manager:
Excellent opportunity to join a high performing POD and become a technical lead for one for the biggest Global Implementations of IBM OpenPages in the world
Principal Accountabilities:
· Participate in driving the technical roadmap of our GRC Platform and act as the technology subject matter expert to deliver a major technology change on the IBM OpenPages to support the NFR Transformation programme
· Working alongside with Op Risk IT Technical Product Managers and POD Leads to understand the challenges associated with the portfolio and translating that into appropriate technology usage in accordance to HSBC Group standards and Risk IT architecture strategy
· Assist in and provide hands-on involvement in the engineering code-level design and documentation so that ambiguities in architecture are resolved and each project delivers maximum re-use and future-proofing in all deliverables, in addition to meeting the functional and non-functional requirements.
· Quality assure project designs, code designs, code deliverables as well as software delivery methodology adherence including test-driven approach and release techniques.
· Lead production support in the POD and ensure the correct understanding of technology root-cause is understood and appropriate management-level directives are supplied to remediation.
· Help drive adoption of DevOps and Agile development tools through the Risk IT DevOps champions.
· Ensure compliance with internal and external technology standards, Solution Control Framework and regulatory obligations.
· Maintain awareness of operational risk including its identification, assessment, mitigation and control, loss identification and reporting in accordance with the Group policies.
Customers / Stakeholders:
· Ensure strong networks with key stakeholders within Operational Risk IT, Risk IT and India, enabling the Operational Risk IT function's ability to execute at pace
· Work with the Technology Portfolio Manager for Operational Risk contributing, challenging and advise effectively within India to ensure Operational Risk IT have a high performing team
Leadership and Teamwork:
· Support the Technology Portfolio Manager and the Operational Risk IT leadership team to communicate the NFR IT strategic direction within India
· Embed the vision for the NFR IT function, and associated values and goals, to inspire and engage people to create an inclusive, high performing, execution-centric culture
· Motivate and support the leadership team to attract, retain and develop the capacity, capability and talent to provide for succession and ensure delivery of the NFR IT portfolio objectives
Desired profile
Qualifications :
ESSENTIAL EXPERIENCE ( in order of importance )
Including: Education, technical knowledge (number of years), company/industry experience, IT knowledge (levels required), languages etc.
· Proven experience of leading delivery of major IT change programmes working across multi-disciplinary and multi-cultural diverse work environments
· Proven experience of leading organisational change - ability to recognise structural issues within the organisation, functional interdependencies and cross-silo redundancies
· Proven experience of Senior Stakeholder management across the business and IT
· Strong analytical background and proven ability in analytical rigor
· Major IT Programme and Project Delivery (minimum 10 years)
· Major Change process design and reengineering
IDEAL EXPERIENCE
· Deep knowledge of the Non-Financial Risk domain and associated Regulatory demands
· Deep knowledge of the IBM Open Pages GRC Platform
