Role Purpose
· The Associate Product Manager will be part of the FCTM Surveillance Product Management team. This team has responsibility for delivery of all Surveillance transformation, ongoing change and Product Management activities across HSBC.
· The Associate Product Manager will be part of a team that has responsibilities to support both the ongoing running and continuous improvement of Surveillance capabilities in a BAU context, as well as contributing to strategic transformation initiatives. The role holder will be managing and focusing predominantly on all regulatory committed deliverables across FRB/DPA/DoJ programmes to ensure we remain compliant.
· They will work in partnership with stakeholders across the businesses, surveillance and compliance, technology teams and other functions. They will work across the three pillars of people, process and technology. Main responsibilities may include
· Coordinating and managing continuous improvement and enhancements to the product to improve efficiency and reduce risk.
· Contributing to enquiries from first, second and third line of defence reviews as a product subject matter expert.
· Assisting in expanding coverage of surveillance across all global sites where applicable.
· Cascading the vision, strategy and knowledge of the product to educate and train teams on an ongoing basis.
· Acting as the conduit between the business and IT to facilitate in remediating any assurance or control issues
· Working with the wider surveillance team in identifying areas of risk, and managing the risk within a timely basis.
· Assisting the Global Product Manager in outlining the strategy of the future capability of the product.
· Leading and conducting surveillance testing and integration of platforms into the surveillance product.
· The Associate Product Manager will also be part of the team working on strategic initiatives across the surveillance landscape, with the aim of building a holistic profile of individual employee data by amalgamating isolated information in existing streams.
· For these responsibilities, the Associate Product Manager will be partnering with front office colleagues and surveillance SMEs, documenting business requirements, and managing the required changes through the full project lifecycle.
· This role requires strong stakeholder management and communication skills. Business analysis and organisational skills. The role holder should ideally also be experienced in the Communications Surveillance domain, with excellent knowledge of the regulatory environment and landscape within the financial services industry.


Key Accountabilities

Impact on Business

· Product Plan : Building consensus among users and stakeholders on specific surveillance product capabilities designed to better meet their needs.
· Product Management : Manage the Product / capability from a BAU perspective, working with the day-to-day analysts across surveillance
· Product Sustainment : Working with Change Management to oversee the transition from new Product implementation to BAU process.
· Business Analysis
· Facilitate and capture business requirements and document these by producing a Business Requirement Document.
· Work closely with key stakeholders to analyse problem(s) to be addressed and ensure clear and complete understanding of requirements.
· Ensure that requirements documentation provides an accurate, comprehensive account of the business problem to be addressed, ensure buy-in/sign-off from stakeholders.
· Ensure the requirements documentation and proposed solution is clearly understood by the technology team(s).
· Analyse and document the existing business process; prepare future business process recommendations and new system functionality.
· Ensure signoff of requirements by relevant stakeholders and sponsors in accordance with project timeframes.

Major Challenges
· The regulatory landscape continues to be challenging with tight delivery timelines
· Surveillance currently have significant business and technology focus in HSBC, as well as across the market. These projects therefore have high senior visibility, an extremely fast rate of change and high delivery expectation.
· These are global, Front-to-back, cross asset class projects with many dependencies and a matrix of stakeholders.
· Ability to implement and leverage evolving, cutting edge technology that is new in the industry.
· End users will be unfamiliar with systems as well as some of the concepts and need educating and clear strong, focused communication. Scope needs to be clearly defined, communicated and managed ongoing as user numbers grow, and requirements inevitably increase as system benefits become clearer.
· Evidence excellent interpersonal, communication and presentation skills
· We are required to respond to many demanding regulator-driven requirements (across various jurisdictions), whilst trying to transform how we perform surveillance and respond to pressure from internal control and audit groups. There is a tension between responding to these three drivers which makes prioritisation significantly and has created an environment where demand significantly exceeds supply.

Role Context
· Regulators and HSBC senior management have an increasing expectation that we have best in class systems and processes in place to identify misconduct of our staff and our counterparties.
· The FCTM Surveillance function was recently formed to integrate existing trade, e-communications, voice and inappropriate (rogue) trading surveillance activities. It is our intention to also integrate these forms of surveillance with those related to off-market rate checking, benchmark monitoring and information security breaches.
· Within the GRS function, a new Change and Product Management team has been formed, responsible for the delivery of all change (from conception to implementation), across the three pillars of people, process and technology, across all business lines.

Management of Risk
· The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
· This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.
· Also by addressing any areas of concern in conjunction with line management and/or the appropriate department

Observation of Internal Controls

· The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
· The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer, or Local Compliance Officer. The term ‘compliance' embraces all relevant financial services laws, rules, and codes with which the business has to comply.
· This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Qualifications :

Knowledge & Experience / Qualifications

·  Strong experience and knowledge working on Regulatory projects and initiatives
·  A strong understanding of the regulatory landscape across the jurisdictions where HSBC operates
·  Experience of working on business change projects
·  Experience of working in Global Markets, a solid understanding of the trade lifecycle and experience liaising with Front Office staff.
·  Experience working on large/strategic projects , preferably in a mix of business and technical capacities.
·  Strong analytical skills with the ability to resolve simple and complex issues quickly and accurately.
·  Disciplined approach to requirements elicitation through signoff, testing and implementation.
·  Strong time management skills with the ability to adjust priorities as necessary to meet the established deadlines.
·  Excellent communication skills, both written and verbal and strong attention to detail and accuracy.
·  Able to work as part of a team, and independently, under minimal supervision
·  Practical experience in functional analysis and design, utilising different methodologies.
·  Diversified experience across multiple working environments i.e. different functions and business lines.
·  Working autonomously in pressurised environments, prioritising work in a multi-client environment where demand exceeds supply.
·  Understanding of financial markets, current and upcoming regulatory requirements around Conduct, Surveillance and Front Office Supervision.
