Role Title: Senior Business Risk & Control Manager (BRCM), Global Risk, Financial Crime Compliance & Regulatory Compliance (FCC & RC)

Role Purpose
Under the direction of the Global Lead BRCM the role holder will design, develop and coordinate the implementation of the Global Operational Risk Framework within FCC & RC globally. This role will ensure that implementation meets policy and framework requirements consistently, efficiently and is effective in ensuring FCC & RC risks remain within risk appetite. As part of operational excellence the role holder is to analyse and assess activities in order to continually improve BAU delivery through targeted change initiatives.
The role holder may be required to deputise for the Global Lead BRCM.
Key Accountabilities
Impact on Business
Analyse the global control environment to identify systemic control issues, recommend control improvement programmes and coordinate/monitor associated action plans.
Monitor and analyse RCAs, ICMPs, Issues & Actions and where appropriate challenge implementation to ensure they meet policy requirements or ensure management within risk appetite.
Develop, determine appropriate quality standards, communicate and monitor implementation for the global standard Risk & Control Assessment and the associated Risk & Control Library.
Identify and share best practices with business, functions and stakeholders, and heighten control standards
Support the BRCM Business Analyst to interpret Regional MI in order to identify systemic risks, issues and reporting improvements
Ensure that governance for Very High and High risks is handled in accordance with OR framework requirements.
Ensure that RCAs and associated ICMPs are implemented in line with OR Framework requirements and monitor implementation to highlight potential issues and recommend remediation.
Develop and where required support the development of a proactive and risk focused culture within FCC & RC.
Coordinate and liaise with regional BRCM teams and provide expert guidance to ensure operational risk management activities are implemented in line with global standards and expectations
Customers / Stakeholders
Develop and maintain a good working relationship and influence at all levels within FCC & RC including some Senior management
Develop and maintain a good working relationship and influence with the 2nd Line and 3rd Line of Defence functions
Support and foster a strong compliance and operational risk culture across the regions through appropriate behaviour and communication
Provide guidance and support to Global FCC & RC management and Regional BRCM teams
Leadership & Teamwork
Direct the risk assessment and control monitoring and reporting of operational risk management activities through influence and team work
Influence and work with BRCMs without direct reporting lines
Develop strong relationships with Compliance BRCMs to ensure alignment of RCAs and internal control monitoring plans to prevent duplication or gaps in operational risk management, and effective communication of issues and best practices
Operational Effectiveness & Control
To develop, rollout, coordinate and monitor implementation programmes for RCAs, ICMP and other operational Risk Framework activities across regions
Identify and make recommendations related to the FCC & RC operating model that enables the implementation of the Operational Risk Framework
Leadership over the management of operational risk in relation to FCC & RC key processes
Support 2nd/3rd line functions in understanding the issue and remediation plans in relation to Management Self-Identified Issues (MSIIs) and Audit findings
Major Challenges
Implementing process end to end risk assessments consistently and to a common standard which span multiple geographies and functional teams
Engaging and operating in an environment where the operational risk framework is inconsistently understood or executed
Coordinating RCA plans, and internal control monitoring plans across Global Businesses/Functions boundaries with multiple teams to ensure no duplication or gaps in the 1st line of risk management activities
Managing the relationships and influencing the key customers and stakeholders without authority
Ensuring the risk and control environment Globally is continually updated to support changing regulatory and business environments
Role Context
A Global role reporting to the Lead BRCM
Interface directly with senior management within FCC & RC and the Global Functions and Businesses that Compliance supports, all lines of defence and regulators as required
Empowered to develop appropriate programme plans for the implementation of RCA and ICMP across the regions
Proactively engage with Regional BRCMs to determine improvements to RCA, ICMP and RCL
Decides on appropriate remediation in relation to implementation and issue remediation plans that are off track
Directs monthly review meetings with regional BRCM teams to monitor the execution of OR management activities and identify and recommend appropriate remediation for significant issues

Management of Risk
The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology. This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring. Also by addressing any areas of concern in conjunction with line management and/or the appropriate department.
Observation of Internal Controls
Each employee must maintain HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators. Any failures to comply with the above should be reflected in year-end performance assessments.

Knowledge & Experience / Qualifications
Advanced capability in designing and implementing operational risk frameworks and associated activities
Advanced capability in coordinating the implementation of internal control frameworks
Advanced capability in identify risks and associated mitigation and monitoring
Intermediate knowledge of FCC and/or RC processes and the associated risks and controls
Intermediate knowledge of the changing regulatory environment in the financial services sector and the related application of that within an operation risk framework
Foundational capability of project management across multiple geographies
Advanced capability to proactively identify work to be done and subsequently prioritise and work independently under pressure within a team environment
Comprehensive problem solving capability with ability to consider alternative and lateral solutions
Comprehensive communication (written and oral) and influencing capability
