Chief Operations Officer (COO) - Risk IT

Our technology teams in the UK work closely with HSBC's global businesses to help design and build digital services that allow our millions of customers around the world, to bank quickly, simply and securely. We also run and manage our IT infrastructure, data centres and core banking systems that power the world's leading international bank.

Our multi-disciplined teams include: DevOps engineers, IT architects, front and back end developers, infrastructure specialists, Risk IT experts, as well as project and programme managers.

We work in small, agile DevOps teams with colleagues around the world from our offices at the Bluefin Building in Southwark, our global headquarters in Canary Wharf, and multiple other locations around the UK including Sheffield, Leeds, Barnsley and Birmingham.

Following extensive investment across our Technology and Digital domains and with plans for continued expansion throughout 2019 and beyond, we are currently seeking an experienced Risk IT Chief Operations Officer to join HSBC Technology.


What you will be doing;


The Risk IT Chief Operations Officer (Risk IT COO) is the senior Technology leader accountable for the effective business management, investment portfolio management and transformation of a division within HSBC Technology supporting that GBGF. They are part of the Global Technology COO Function and work with the GBGF CIO to ensure that all operations covered by the GBGF operate effectively, support the GBGF delivery requirements and to lead the transformation of the division in to a modern and efficient technology organisation.

This is a new role created to specifically support & focus on the Risk IT function. The COO for Risk IT is responsible for focusing on the smooth running of the Risk IT division & transforming the way that this function operates while continuing to deliver all BAU services for the Risk IT COO & CIO.

· Driving cost savings and FTE management improvements towards best in class, develop and monitor operational metrics and processes so that they are meaningful to the Risk IT function but support the GBGF's to achieve financial and FTE Transformation targets.
· Developing and executing the Group Functions Technology resource management and location strategy, in line with Group Technology. Ensure the right people, with the right skills, in the right locations are attracted, retained and developed.
· Working with the Global technology sourcing & vendor management teams to deliver on the global sourcing strategy and ensure that it is supported by effective vendor management processes. Approving the use of third party vendors, levering the global scale of HSBC to optimise vendor performance and value, reduce run-rate expenses and budgeted capital expenditures, improve quality (Services, operations, product, supply chain, etc.), improve process efficiency and cycle time, and at the same time measure risk reduction and compliance.
· Driving key people processes in partnership with HR, including communications, performance and compensation.
· Lead the Technology Transformation to drive a modern best-in-class IT function, by implementing the Global Technology transformation objectives into executable programmes of work within the Risk IT Technology Function, from strategy through to implementation. Communicate the strategies and objectives within the Risk IT Technology function and identify any risks regarding changes and develop a strategy to overcome or address these. Ensure the Transformation metrics and benefits are delivered according to agreed plans.
· Managing the Portfolio by defining, overseeing and controlling the Change and Transformation Portfolio for the Risk IT Technology function, ensuring transparency of portfolio health from both budget and delivery perspectives. Management of both the annual IT investment portfolio and the ongoing portfolio governance for the Function including project / programme forecasting, delivery assurance and compliance with Business Transformation Framework.
· Providing dedicated support to the Risk IT CIO (as required) to ensure effective management of the Technology function. This will include, but not be limited to, taking on leadership of specific programmes (e.g. control remediation), leading the development of technology strategy and managing key controls.

Qualifications :

What you will bring to the role;

To be successful in this role you should have proven experience within the Technology sector with knowledge of the following skills:

·  Deep expertise and knowledge in the management of a Global IT Organisation or Function and the services that the IT COO function provides.
·  Demonstrated business knowledge, including experience of working within a complex global business unit at scale.
·  Demonstrated knowledge of technology development and infrastructure and how this can be used to meet business needs.
·  Proven experience of leading a major business or technology transformation, with global programme / project management experience.
·  Experience in a senior leadership position, desirably within a global banking environment.
·  Exposure to the front and back office operations within a global banking environment would be advantageous.
·  Strong financial and vendor management acumen.
·  Ability to manage and mitigate operational risk effectively.
·  Experience of managing within a complex matrix environment.
·  Experience working across international cultures.
·  Experience of managing and coordinating a globally dispersed team, at scale.
·  Knowledge of the external environment – regulatory, political, competitor and market.
·  Exceptional stakeholder management skills – able to operate at senior levels and to work equally with business and technology executives.
·  Strong team leadership skills – able to motivate and lead teams, build capability and to set a vision.
·  Collaborative, diplomatic, but also able to challenge in a positive and constructive way.

The role will primarily be based in Canary Wharf, London.
