Role Purpose

Global RBWM Business Transformation Programme Managers plan, mobilise and direct change programmes of varying complexity from inception to closure. They are typically responsible for leading and managing large scale change programmes and business transformations. They act as a role model, demonstrating active leadership and communication. Programme Managers are responsible for deploying the Global Transformation Programme Management framework and other Business Transformation Frameworks (BTF) within their programme and instilling good programme disciplines. The role holder has end to end responsibility for all aspects of the programme, defining and planning the programme, managing mobilisation, controlling execution and managing implementation, change and benefits realisation. They work closely with the Delivery Director to ensure alignment of their programme with the wider change portfolio and the Group Strategy, Values and Behaviors.

Programme Managers working with the Global RBWM Business Financial Crime Risk (BFCR) function, sitting under the Global RBWM Chief Control Office (CCO), are responsible for engaging across multiple facets of financial crime: CDD, transaction monitoring, screening (name, payment, negative news), and wider business financial crime and regulatory risk areas (Tax, regulatory compliance and data & analytics).Programme Managers will often play a people / team management role within the projects / programmes they work on. As members of the Global RBWM Business Transformation management team, they may also have line or assignment management responsibility for a group of more junior resources within their resource pool (as related to their job family).

Value Creation

· Oversees the development of a well-defined programme plan. Coordinates planning across multiple Project Managers and delivery partner teams. Plans effectively around delivery constraints and optimises the plan to maximise benefits and minimise risk.
· Working with Delivery Directors / Programme Directors / Senior Programme Managers obtains buy-in, collaborates and influences senior management stakeholders for all key programme plans, commitments and changes.
· Proactively determine, analyse and identify performance metrics and measurements and dictates improvement plans to track and drive on time delivery and adherence to budget.
· Actively manages and co-ordinates the programme plan/roadmap, handling changes as they arise and keeping stakeholders focused on the agreed change outcomes and benefits.
· Baselines the plan requirements, designs, budget and scope during Programme Definition. Manages changes through the change control process. Challenges and intervenes where there is scope creep, budget overrun, plan slippage and benefits.
· Obtain sponsor and stakeholder sign-off for deliverables, formally close programme, assess stakeholder satisfaction and capture feedback. Captures key learns from each programme and feeds back into Global Transformation methodologies and best practice.
· Anticipates and identifies existing or emerging risks/issues. Oversees the tracking of strategic programme risks/issues/dependencies, assesses the impact on the benefit realisation for the programme and takes action to minimise impact, actively challenging and removing obstacles.
· Plans and manages the implementation of the change, to ensure business benefits are realised and that the transition from current state to target state is smooth. Ensuring that the organisation and other change audiences are ready, willing and able to function in the new business environment
· Works closely with delivery partners on planning, design and estimating, bringing together delivery partner teams; actively managing dependencies between these teams and other projects and programmes
· Acts as a change leader with the business leadership and business sponsor – a visible and clear leader for the programme and the delivery of its outcomes and benefits
· Identifies and removes barriers to programme success
· Promotes pace and energy within the team and leads by example

Operational Performance
· Produces a well-defined programme plan in Clarity, sets the key workstreams/milestones and assigns project managers
· Demonstrates effective financial skills to develop and manage a detailed business case, including investments, detailed benefits and link to overall finances of the business.
· Provides timely reports on programme status, risks and issues, evaluating programme performance based on management information
· Reviews and constructively challenges project / workstream status reports and ensures all aspects of programme performance are being managed effectively
· Manages and reports on the programme budget, acting on any variance and promoting good budget control across the programme's workstreams
· Manages and reports project risks, issues and dependencies, promoting good risk management across the programme's workstreams
· Maintains project change control, ensuring any changes to baseline are managed through change request and all impacts are considered
· Promotes and takes accountability for programme quality; identifies opportunities to improve delivery and oversees the governance process to reduce risk and ensure effective and timely decisions are taken
· Ensures programme and project teams follow quality assurance processes and Global Transformation Business Transformation Frameworks.
· Working with Global Transformation teams to source programme support
· Ensures governance processes and decisions are applied consistently, including:
· Engaging the programme sponsor and stakeholders effectively
· Use GPMO and Methods & Tool teams for standardised programme metrics and reporting driven out of Clarity. Management by exception of budget and schedule variance. Ensuring accurate and responsible status reporting. Escalating, co-ordinating any mitigants or remedial action.
· Manages, measures and tracks change impacts as a result of the programme.


Capability and People Development
· Identifies the resource requirements of the programme, requesting the appropriate resource by skill set and/or experience, through the Global Transformation resource management process. Works with the business and delivery partners to ensure adequate resource is provided to the programme
· Efficient and appropriate use of resources forming an effective programme leadership team, with the right blend of skills and good working relationships
· Ensures good project induction and orientation – i.e. the team understand the programme context; programme and workstream structure/content, stakeholder importance and how this links to HSBC strategy
· Defines high level responsibilities and objectives for project and programme teams
· As a role model, encourage collaboration and team work within the programme and with other teams
· Able to form effective international and multi-disciplinary teams (resources from Global Transformation partners, and external Service Providers)·
· Maintain a strong focus on people development and ensure programme resources receive any necessary training and support particularly on the Transformation frameworks
· Provides regular constructive feedback and coaching to individuals to support their development and career progression
· Drive a performance management based culture to improve and drive efficiencies and performance including the effective management of underperformers
· Leads performance management process around objectives, review and calibration within the programme
· Promotes the Group's Values and strategy by creating a positive work environment and promoting teamwork to drive Global Transformation engagement.

Role Context

· Programme Managers manage a significant change programme. Programmes can typically be across more than one country, primarily impacting on a single business line or function and can be made up of projects to execute the change and may include sub-programmes to deliver specific outcomes. Programme Managers are required to lead the change initiative, take strategic decisions, operate at an executive level and manage global stakeholder and sponsor relationships. Programme governance must be established in line with Group transformation governance.
· The jobholder will not be subject to close supervision, and will be expected to exercise independent initiative and
· Judgement in proactively overcoming obstacles to success, dealing with uncertainty and changing
· circumstances, such as interdependencies, opportunities or risks. He / She will be expected to adopt an agile
· and flexible approach to work and an outstanding level of professionalism and conduct.
· The Programme Manager role is distinct from the Senior Programme Manager role in the scale, complexity and importance of the programmes they manage.
· The role holder will operate within the usual authority limits for a Programme Manager

Role Dimensions
· The job holder leads programmes that deliver transformational change within the financial crime space.
· The jobholder is required to manage and control costs/investments within the agreed budget and will be accountable for delivering strategic goals of Global RBWM Business Transformation on behalf of the Global Portfolio Director

Management of Risk
· The jobholder will also continually reassess the operational risks and likelihood of operational risk occurring. This will be achieved by reviewing risks associated with the role and inherent in the business, taking account of changing global economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new processes. Effective and timely remedial action should be evidenced.


Observation of Internal Controls

· The jobholder will adopt the Group Compliance Policy by escalating any identified compliance risk in liaison with, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply.
